AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING STATE FUND, IN AN
AMOUNT UP TO $3,000.00, SUBJECT TO THE AWARD AND RECEIPT OF THE
GRANT, FOR THE PURPOSE OF FUNDING THE NORTH CENTRAL TEXAS
COUNCIL OF GOVERNMENTS TIRE COLLECTION EVENTS; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating State Fund, in an amount up to $3,000.00, subject to the award and receipt of the grant, for the
purpose of funding the North Central Texas Council of Governments tire collection events.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Governments for Reimbursement of Cost of Scrap Tire Collection Events, and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for and acceptance of, if awarded, FY25 Regional Tire Collection Events Grant funding from the North Central Texas
Council of Governments in the amount up to $3,000.00;
2. Authorize execution of an intedocal agreement with the North Central Texas Council of Governments for reimbursement of the cost of scrap
fire collection events; and
3. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund in an amount
up to $3,000.00 subject to the award and receipt of the grant, for the purpose of funding the North Central Texas Council of Governments tire
collections events.
DISCUSSION:
The North Central Texas Council of Governments provides funds for sponsoring scrap tire collection events across the region. This allows cities
and counties to host scrap fire collection events for residents or collect scrap tires from an illegal dump site on public property. If awarded, funds
provided through this program would reimburse costs associated with tire collection events promoted in the City of Fort Worth.
The Environmental Services Department seeks funding to host up to two planned scrap fire collection events. If awarded, these planned events
are for November 16, 2024, and tentatively February 22, 2025, at the East Regional Library parking lot, 6301 Bridge Street, Fort Worth, TX, from
8:00 AM to 1:00 PM. The East Regional Library is ideally located near the Environmental Collection Center to support the processing of these
collected tires.
No local match is required. Indirect costs do not apply.
The performance period of this grant is anticipated to end on March 28, 2025.
These projects will serve All COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: North
Central Texas Council of Governments
FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Environmental Services Department
(and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being
incurred, the Environmental Services Department has the responsibility to validate the availability of funds, This is a reimbursement program.
