AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, IN
THE AMOUNT UP TO $117,887.69, SUBJECT TO RECEIPT OF THE
GRANT, FOR THE PURPOSE OF FUNDING A OFFICE OF THE
GOVERNOR VICTIMS OF CRIME ACT FORMULA GRANT;
PROVIDING FOR A SEVERABILI TY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-
2025 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Operating Federal Fund, subject to the receipt of the grant, in the amount
up to $117,887.69, for the purpose of funding an Office of the Governor Victims of Crime Act
Formula grant for FY 25.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall
in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Responder Mental Health Program, to Occur in Fiscal Year 2025 in an Amount Up to $94,310.15, Authorize Transfer in the Amount of $23,577.54,
as Required, for the City's Cost Match from the Fire Department's General Fund to the Grants Operating Federal Fund, Authorize the Execution of
a Grant Agreement with the Office of the Governor, State of Texas, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for, and acceptance of the Office of the Governor, Victims of Crime Act Formula Grant Program, First Responder Mental
Health Program grant in an amount up to $94,310.15 for Fiscal Year 2025;
2. Authorize a transfer of funds in the amount of $23,577.54, as required, for the City's grant match from the Fire Department's General Fund to
the Grants Operating Federal Fund;
3. Authorize the execution of a grant agreement with the Office of the Governor, Victims of Crime Act Formula Grant Program, First Responder
Mental Health Program; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund subject
to receipt of the grant in an amount of up to $117,887.69.
DISCUSSION:
The Office of the Governor (OOG), Victims of Crime Act Formula Grant Program, First Responder Mental Health Program is dedicated to
providing essential services and support to firefighters, first responders, retirees and their families. This initiative addresses both direct and
indirect trauma that occurs during their regular duties. Firefighters regularly face traumatic and highly stressful situations, which can impact their
mental and spiritual well-being both inside and outside the firehouse. Open discussions about recovery, treatment, and peer support are essential
for reducing the stigma surrounding mental health issues.
The OOG seeks to support projects that identify and expand effective practices rooted in quality -driven, evidence -based, and accessible support
services.
The objectives of the program are to:
• Provide a confidential, specialized, evidence -based approach to treating and reducing stress for firefighters and first responders.
• Enhance coping mechanisms and strategies.
• Boost morale and productivity.
• Reduce stigma associated with seeking help by offering safe, effective, and confidential services.
The City of Fort Worth Fire Department is seeking funding to establish a comprehensive mental health program that includes peer support and
professional therapy. This program will train our peer support team in sett -help, emotional support, and crisis intervention. As it develops, it will
offer professional therapy tailored to the unique needs of our firefighters who experience trauma.
The program will partner with organizations such as The Brave Fight, 3FLT, and Finding Freedom Therapy to ensure consistent therapy and
oversight for personnel's mental wellness. This will encompass both inpatient and outpatient treatments, as well as rehabilitation for addictions.
Counseling firms and mental health treatment centers will provide confidential counseling services to firefighters, first responders, retirees and their
families. This initiative aims to prevent daily traumatic exposures from escalating into more significant issues, ultimately enhancing the overall
health and well-being of our firefighters and allowing them to serve the citizens of Fort Worth without undue stress.
Indirect costs are not applicable to this grant, and no salaries will be supported by this grant.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Fire Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Fire Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
