AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, IN AN
AMOUNT UP TO $5,000,000.00, SUBJECT TO THE AWARD AND RECEIPT OF
THE GRANT, FOR THE PURPOSE OF FUNDING THE SOLID WASTE
INFRASTRUCTURES FOR RECYCLING GRANT IN FORT WORTH; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, in an amount up to $5,000,000.00, subject to the award and receipt of the grant, for
the purpose of funding the Solid Waste Infrastructures for Recycling Grant in Fort Worth.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

States Environmental Protection Agency, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize application for, and if awarded, acceptance of, a Solid Waste Infrastructure for Recycling Grant in Fort Worth from the United States
Environmental Protection Agency in an amount not to exceed $5,000,000.00;
2. Authorize execution of a grant agreement with the United States Environmental Protection Agency; and
3. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject
to the receipt of the grant in an amount not to exceed $5,000,000.00, for the purpose of funding the Solid Waste Infrastructure for Recycling Grant
in Fort Worth.
DISCUSSION:
The United States Environmental Protection Agency's (USEPA) Solid Waste Infrastructure for Recycling (SWIFR) Grant program, funded through
the Infrastructure Investment and Jobs Act, offers grant funding for eligible projects. If awarded, funds requested through this SWIFR application will
be used to enhance post -consumer materials management and recycling infrastructure, support improvements to local recycling programs, and
assist the City of Fort Worth in strengthening its waste management systems.
This grant application is a competitive federal funding opportunity. If awarded, funding is requested to improve access to recycling and reuse
activities through the following:
• improve the Old Hemphill Drop -Off station to support scrap metal and scrap fire recycling areas;
• Acquire six (6) compactors for use at drop-off stations to support single -stream household recycling and source -separated cardboard
diversion;
• Acquire four (4) pre -crush compactors to reduce the volume of waste before it is loaded into containers;
• Pilot a reuse program at all four (4) drop-off stations to support diversion of quality, reusable items, such as furniture or electronics;
• Upgrade electronic signboards at all four (4) drop-off stations to promote recycling, landfill diversion, and solid waste education;
• Support three (3) years of expanded education and outreach focused on the reuse pilot program, additional recycling options at drop-off
stations, and reducing contamination rate of recycling.
No local match is required. The Grant Application repository number is GRNT-APPL-0000000089.
No employee salaries will be supported with this grant so Indirect Cost does not apply.
If awarded, grant funds are expected in 2025, and the performance period of this grant is anticipated to end in 2028. If received, the performance
period of this grant cannot exceed three (3) years.
These projects will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Environmental Services Department
(and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being
incurred, the Environmental Services Department has the responsibility to validate the availability of funds. This is an advance grant.
