BRIEFING ON PROPOSED HOUSEHOLD ILAZARDOUS,
Im WASTE COLLECTION EVENT
INTRODUCTION:
By the pure definition of a hazardous material,there are many products within every home in Fort Worth
which may be detrimental to human health and the environment if handled or disposed of improperly.
Some common hazardous products found within the home include pesticides, auto batteries, paint, used
motor oil, household cleaners, drain cleaners and solvents. If these products are used in a responsible
manner according to the manufacturer's directions,the environmental impact is limited. However,when
these products have served their useful purpose and are no longer needed, they become household
hazardous waste (113W).
PROPOSED FORT WORTH HOUSEHOLD HAZARDOUS WASTE COLLECTION
EVENT:
Like many cities facing increasingly stricter solid waste and water quality regulations, Fort Worth needs
to take a proactive approach to H3W disposal. The Department of Environmental Management issued a
Request For Proposals (RFP) for a contractor to conduct a one-time, H3W collection event. RFP
responses received on February 11, 1993 from three(3) companies are currently being reviewed by the
Environmental Management staff.
EVENT ORGANIZATION AND OPERATION:
As proposed in the RFP, the collection event will take place over the April 30 - May 3, 1993 weekend.
The selected contractor will begin site set-up on Friday,April 30,with actual collection taking place all
day Saturday, May 1 and one-half day Sunday, May 2. The"act collection times will be determined
during event planning meetings with the contractor. The contractor will be required to categorize,package
and transport the collected materials from the site by 6:00 a.m. Monday, May 3, 1993.
Site operations will be as follows:
As participants arrive at the site,they will be directed to stop at the receiving area. The collection
site will be divided into the following areas: Participant drive-in and parking;waste oil recycling
area, battery recycling area, non-aerosol paint area, chemical receiving area and active work
location.
The segregation, packaging, bulking and storage of waste will occur within the active work
location. Only trained contractor staff, federal and state environmental health representatives,
designated City staff and HazMat team members will be permitted in this area.
The contractor will be directly responsible for unloading participants' cars and segregating
hazardous, non-hazardous and recyclable materials. Companies providing oil, paint and battery
recycling services will remove these items for recycling. Paint deemed non-acceptable or unusable
will be packaged for transport and disposal.

WASTE COLLEMON EVENT
Following receipt of the waste,the chemist on-site will thoroughly check each container for proper
labeling and identification. If the container is properly identified, the material will be segregated
according to hazard class and prepared for packaging. If the container does not have adequate
labeling to permit identification, it will be forwarded to a specialist who will attempt to identify
the materials from physical characteristics.
The contractor's specialist will interview participants to identify those vehicles with unknown or
problem materials and direct them to a special parking area, out of the regular service line, near
the chemical receiving area. A contractor employee with expertise in identifying hazardous
materials can interview the participant in an attempt to identify the material or take special
handling procedures.
The contractor will package all hazardous materials in accordance with the Department of
Transportation (DOT), EPA, and any other state and federal requirements.
The contractor will supply all necessary technical personnel, labor, equipment, and materials to
properly categorize,package,mark,label,and load for transport the materials at the collection site.
SAFETY AND SECURITY:
The contractor will be required to designate a Site Safety Officer to coordinate all safety requirements.
Appropriate handling and personal protective equipment for City personnel,volunteers and contractor's
staff will be provided by the contractor
The contractor will be required to provide security until such time the site is cleared of all material. At
the conclusion of each day, the site will be secured by placing all samples, packaged chemicals, site
materials, emergency equipment, etc. in the appropriate storage trailers and securely locking the trailers.
Storage trailers containing wastes will be appropriately marked to discourage tampering. In addition to
required security, at least one contractor employee will remain overnight with any trailers containing
hazardous materials. At no time will the site be left unattended by the Contractor or its agent.
CITY RESPONSIBILITIES:
The City will be responsible for the following areas:
1. Providing an acceptable site. (To Be Determined)
2. Event advertising and public education. The contractor will assist and advise the City in this
process.

4. Providing volunteers to direct participants, separate non-hazardous and recyclable wastes, and
survey participants.
5. Contracting with other agencies or companies collecting recyclable materials. These contracts will
be in addition to the major contract with the event coordinator, but any material collected by the
recycling agencies will reduce the final cost of the event coordinator contract.
EVENT COSTS AND FUNDING SOURCE:
The RFP required respondents to submit per unit bid prices based upon an expected quantity of various
H3W materials. The final cost of the event will depend upon the actual quantity and types of materials
collected, and may range as high as $200,000 -- $250,000.
The Law Department has determined that revenue generated by the$0.50 Environmental Fee can be used
to pay for the cost of the entire event. Because resident user fees will pay for the event, staff will work
with the selected contractor to establish a system to restrict event access for non-Fort Worth residents.
Staff has also considered the possibility of soliciting contributions from some local corporations to assist
with the advertising and other event components. Staff will further pursue this possibility should the City
Council approve the project.
If the City Council wishes to proceed with the proposed event, staff will prepare an M&C to award a
contract to the selected contractor.
