INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7685
To the Mayor and Members of the City Council February 9, 1993
Subject: PROPOSED GUIV BUY-BACK PROGRAM - "STOP THE
TEARSISTOP THE VIOLENCE"
The City of Fort Worth Police Department is proposing to implement a gun buy-back
program with the assistance of General Dynamics, Fort Worth Division. This program
called "Stop the Tears/Stop the Violence" will be funded from an initial donation of
$2E,000. In addition,General Dynamics will match dollar for dollar additional donations
up to $25,000.
"Stop the Tears/Stop the Violence"proposes to accomplish the goal of reducing incidents
of violence involving the use of handguns through two facets. First, the department will
purchase unwanted weapons from citizens. The second facet will pay rewards to
persons who identify subjects illegally possessing handguns. A twenty-four hour tip line
will be available to citizens to call and identify those subjects. The program will be
carried out by existing personnel at the Police Academy under the direction of the Range
Master.
Attached is a matrix which outlines similar programs in twelve cities which have been
developed. None were discontinued because of dissatisfaction with the program, nor
are we aware of any others discontinued for that reason.
If City Council concurs, an item will be placed on next weews agenda to accept the
$25,000 from General Dynamics. If you need any additional information, please don't
