HomeMy WebLinkAboutIR 25-0004INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0004 To the Mayor and Members of the City Council January 14, 2025 Page 1 of 3 SUBJECT: 2019-2020 ANNUAL ACTION PLAN FOR USE OF CARES ACT COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG-CV/CV3) FUNDS SUBSTANTIAL AMENDMENT: REQUEST FOR PROPOSALS (RFP) UPDATE The purpose of this Informal Report (IR) is to provide an update on the substantial amendment to the 2019-2020 Annual Action plan, as approved by M&C 24-0743, in regards to the use of funding received from the U.S. Department of Housing and Urban Development (HUD) under the Coronavirus, Aid, Relief, and Economic Security (CARES) Act Community Development Block Grant (CDBG-CV/CV3) program. On August 6, 2019, the City Council, though M&C 19-0016, approved the City's 2019- 2020 Annual Action Plan summarizing the major housing and community development activities and proposed expenditures for use of federal grant funds from HUD under various grant programs including the Community Development Block Grant (CDBG) program. The CARES Act was signed into law on March 27, 2020, to respond to the many impacts of the COVID-19 public health emergency. The CARES Act included provisions to help local governments prevent, prepare for and respond to the coronavirus, including providing for additional allocations of formula grant funds under the CDBG program. The City Council previously awarded the additional allocations of CDBG-CV and CDBG-CV3 funding through M&Cs 20-0330, 20-0471, 20-0940, and 21- 0016. Some of the funding received was allocated to cover administration expenses. The 2019-2020 Annual Action Plan was amended by the City Council on May 19, 2020, to state how CARES Act grant funds were to be used, and to amend the Citizen Participation Plan (M&C 20-0330). On August 27, 2024, the City Council, with M&C 24-0743, approved staff's recommendation to again amend the 2019-2020 Annual Action Plan and re -allocate $250,000 from administration to Public Service Agencies (PSAs) through a competitive Request for Proposal (RFP) process to address the following priorities: • Elderly Services/Aging in Place • Homelessness Prevention and Special Needs Support ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0004 To the Mayor and Members of the City Council January 14, 2025 Page 2 of 3 SUBJECT: 2019-2020 ANNUAL ACTION PLAN FOR USE OF CARES ACT COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG-CV/CV3) FUNDS SUBSTANTIAL AMENDMENT: REQUEST FOR PROPOSALS (RFP) UPDATE Proposals were received from 4 PSAs as shown below in the following table: Agency Name Program Application Requested Recommended Score Funding Funding Presbyterian Homelessness 93 $142,905.00 $142,905.00 Night Shelter Prevention and Special Needs Support Guardianship Elderly 89.5 $70,000.00 $70,000.00 Services Services/Aging in Place Meals on Elderly 81.5 $250,000.00 $37,095.00 Wheels Services/Aging in Place Center for Homelessness 74.5 $135,000.00 -------------- Transforming Prevention and Lives Special Needs Support Justifications for Recommended Funding Amounts: Staff and the Community Development Council reviewed the proposals and recommend awarding the amounts stated above in the table. Priority funding is recommended for the agencies who did not receive CDBG funding for 2024-2025 program year. Presbyterian Night Shelter and Guardianship Services: These agencies did not receive funding under CDBG for the 2024-2025 program year, so the staff and Community Development Council's recommendation is to award these agencies the full requested amount. Meals on Wheels: This agency received CDBG funding for the 2024-2025 program year. Thus, the recommended award amount is lower than the requested amount. Center for Transforming Lives: This agency received Emergency Shelter Grant funding for the 2024-2025 program year in the Homelessness Prevention and Special Needs Support category for their Rapid Rehousing Program and is not recommended by staff for CV/CV3 funding at this time. ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0004 To the Mayor and Members of the City Council January 14, 2025 Page 3 of 3 SUBJECT: 2019-2020 ANNUAL ACTION PLAN FOR USE OF CARES ACT COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG-CV/CV3) FUNDS SUBSTANTIAL AMENDMENT: REQUEST FOR PROPOSALS (RFP) UPDATE This 5-day public comment period, required in the 2019-2020 Annual Action Plan, began on Monday, December 23, 2024, and ran through Friday, December 27, 2024. Notice of this public comment period was published in the Fort Worth Star -Telegram on Sunday, December 22, 2024. Any comments received are maintained by the NSD in accordance with federal regulations. An M&C is tentatively scheduled for January 28, 2025, to request Council approval of the above funding recommendations, and authorize execution of contracts with the selected PSAs.
