AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $163,609
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE
COMPREHENSIVE ENERGY ASSISTANCE PROGRAM (CEAP~ PROVIDING
FOR A SEVERABILTTY CLAUSE; MAIQNG THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2002/03 and in the
Budget of the City Manager, there shall also be lilcreased estimated receipts and appropriations in the
Grant Fund in the amount of $163,609 fiom available funds for the purpose of funding the Comprehensive Energy
Assistance Program (CEAP).
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way unpair the
remaining portions, sections, or parts of sections of this ordinance, which said remainuig provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordviance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are u1 direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This orduzance shall take effect upon adoption.

COMMUNITY AFFAIRS- AND ADOPTION OF APPROPRIATION ORDINANCE FOR THE
COMPREHENSIVE ENERGY ASSISTANCE PROGRAM THROUGH DECEMBER 31, 2002.
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept funds in the amount of $163,609 from the Texas Department
of Housing and Community Affairs (TDHCA), through December.. 31, ~ 2002, increasing the Fiscal
Year (FY) 2002 Comprehensive Energy Assistance Program (CEAP) allocation from $1,213,908 to
$1,377,517; and
2. Adopt the attached appropriation ..ordinance increasing the estimated. receipts and appropriations in
the;Grants .Fund by $163,609; and
3. Apply indirect costs . at a rate of 26.19%, which is the most„ recently approved rate for this
department, and apply the new, approved rate when available.
DISCUSSION:
On September 3, 2002 (M&C G-13724), the City Council approved a supplemental appropriation
ordinance in the amount of $548,503, increasing the FY2002 CEAP allocation from $665,405 to
$1,213,908. In September 2002, TDHCA notified the City that it had received an additional.$163,609
from the FY2001 reallocated fund balance. The $163,609 recommended appropriation brings the
FY2002 contract amount to $1,377,517.
The CEAP for contract year 2002 has six components:
• Energy Crisis; and . .
• Elderly/Disabled -Assistance; and
• Co-Payment Assistance; and
® Heating and Cooling Systems; and
• Direct Service Support; and
• Case Management.
All households at or below 1.25% of the Federal ,Poverty Level will be afforded access to the program.
All applicant households will be .determined ..eligible according to the income guidelines and program
procedures. The benefit determinations .include the household's income, the .household size, the
energy consumption and/or the vulnerability of the household and the availability of funds. The Parks
and Community Services Department w.ilf review all applications at the nine City-operated
Neighborhood Resources Development Program `Center facilities. Payments for eligible clients will be
made directly to the, utility vendors and heating and .cooling systems repair companies of Tarrant
County.

The administrative cost for FY2002 is restricted to a rate of 10%, Case Management to a rate of 6%
and Direct Services Support to a rate of 5%. The remaining funds will be used for Energy Crisis,
Elderly/Disabled Assistance, Co-Payment Assistance and Heating and Cooling Systems for 'the
duration of the contract.
This program is located in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval; of the above recommendations and the adoption of
the attached appropriation ordinance, funds will be available in the current operating budget, as
.appropriated, of the Grants Fund.
