Under a partnership agreement with the First Tee of Fort Worth (First Tee) approved in 2003, the First Tee assumed responsibility for youth golf programming citywide. The City maintained its youth golf green fee and annual pass discount program as well as its relationship with Fort Worth ISD to allow access to high school golf teams. Each of these programs are summarized below. Greens Fees • The following green fees apply for customers under the age of 18 and are generally discounted 30-40% compared to the rack rate depending on day, time and course: o Pecan Valley Hills Course: - Monday— Sunday: $10 o Pecan Valley River Course • Monday — Thursday: $18 • Friday: $20 • Saturday & Sunday: $22 o Rockwood Park Golf Course • River's Edge: $10 • Monday — Thursday: $29 • Fridays: $31 • Saturday & Sunday: $32 Junior Annual Pass Annual passes for those under 18 years of age are $150. Purchase of this pass allows unlimited weekday golf at all golf courses for a year. The Junior Annual Pass is offered at over a 90% discount compared to the over 18 Adult Individual Pass. Partnerships In addition to the Junior rates and Junior annual passes, the City of Fort Worth golf program has longstanding partnerships with the First Tee and Fort Worth ISD to provide junior golf programs and access to City golf courses. First Tee of Fort Worth Ben Hoaan Learnina Center at Rockwood Park Golf Course (RWGC) ■ In 2003, the City and the First Tee entered into a partnership agreement (City Secretary Contract (CSC) No. 28959) that authorized the First Tee to build their program headquarters at RWGC. The First Tee fully funded the construction of the $1.4M Ben Hogan Learning Center which opened in 2011. The First Tee also provided $350,000 towards the construction of the driving range, practice area and River's Edge short course. ■ The lease agreement provides the use of the driving range, Rivers Edge Golf Course, putting green, and discounted rates for First Tee participants. ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0020 To the Mayor and Members of the City Council January 14, 2025 Page 2 of 2 i i7 Y SUBJECT: YOUTH GOLF FEES AND ACCESS AT CITY GOLF COURSES r6 rn Yg7'3 ■ As a result of this partnership, the First Tee assumed all ongoing direct programming for youth golf in the City. ■ In 2023, the First Tee served 36,240 youth in its on -site programming, school program, and chapter -led programs. ■ In addition, in 2023 the First Tee provided 800 scholarships and distributed $50,000 in financial aid. Fort Worth ISD ■ In 2000, the City of Fort Worth and Fort Worth ISD established a memorandum of understanding (CSC No. 26012) providing access to municipal golf courses and practice facilities for Fort Worth ISD high school golf teams. The City and Fort Worth ISD are finalizing the renewal of an updated agreement. Fort Worth ISD provides transportation to the golf courses and pays the City directly, eliminating costs to the students. To effectively coordinate distribution of play, the City provides high school golf teams course assignments each semester. In summary, youth golf in the City of Fort Worth is available and accessible through the City's daily green fees discount program, the annual junior pass program, the partnership with the First Tee of Fort Worth, and the longstanding partnership with Fort Worth ISD for high school golf teams.
