BEIT ORDAINED By THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$37,500.00, subject to receipt of grants from the Sid W. Richardson Foundation,The
nVu|a6 Foundation, Pat and Eouoitt Smith Charities and American Airlines, for the purpose wf funding the
20l3 Community Action Partners' Rising Stars Youth Leadership Initiative.
SECTION 2.
That should any purtioo, section or yon of section of this ordinance be declared iuvo|id, inoperative or
void for any reason by a court of competent jurisdiction,such decision, opinion orjudgment shall in no way
impair the remulz-ring portions, anotious, or parts of sood000 of this ordinance, n/biob said remaining
provisions shall 6o and remain io full force and effect.
SECTION 3.
That this ordinance ubxi| be cumulative of Ordinance No. 20411'09'2012 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are iu
direct conflict with such other ordinances and oypcopbadono, in vvbiob instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
Tbiu ordinance shall take effect upon adoption.

Authorize Application for and Acceptance of, if Awarded, Funds in the Amount Up to $37,500.00 from the
Sid W. Richardson Foundation, The Walsh Foundation, Pat and Emmitt Smith Charities and American
Airlines for the 2013 Community Action Partners' Rising Stars Youth Leadership Initiative and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council;
1. Authorize the application for and acceptance of, if awarded, funds in the amount up to $37,500.00 from
the Sid W. Richardson Foundation, The Walsh Foundation, Pat and Emmitt Smith Charities and American
Airlines for the 2013 Community Action Partners' Rising Stars Youth Leadership Initiative; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$37,500.00, subject to receipt of the grants.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize the application to various
foundations to assist in funding the 2013 Community Action Partners' Rising Stars Youth Leadership
Initiative. If awarded, the funds will be used to offset the cost of registration fees, educational field trips,
educational programs, supplies and transportation for youth who are enrolled in the program. The
amounts that will be requested are $7,500.00 from the Sid W. Richardson Foundation, $5,000.00 from
The Walsh Foundation, $15,000.00 from the Pat and Emmitt Smith Charities and $10,000.00 from
American Airlines.
The goal of the program is to provide youth ages 12-18 exposure to businesses, agencies and civic
groups in order to gain a positive perspective on what their future can hold and make them more effective
citizens of our cities, county and country. It is meant to increase educational competence, physical and
social development and increase life skills and character development. Topics that will be addressed are
public speaking, working in media, nutrition and fine dining etiquette, money management, setting and
achieving goals, fitness and wellness, dressing for success, peer pressure and bullying, dangers of drugs
and alcohol and attending college.
The Parks and Community Services Advisory Board recommended approval of the application and
acceptance of the funds on July 26, 2013.
The Rising Stars Youth Leadership Initiative participants are from ALL COUNCIL DISTRICTS.

recommendations, receipt of the grants and adoption of the attached appropriation ordinance, funds will
be available in the current operating budget, as appropriated, of the Grants Fund. The Parks and
Community Services Department will be responsible for the collection and deposit of funds due to the City.
