AUTHORIZING EXECUTION OF A GRANTS AGREEMENT WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION FOR CONSTRUCTION OF A VEHICLE
SERVICE ROAD AT FORT WORTH SPINKS AIRPORT
WHEREAS, the City of Fort Worth intends to make certain improvements at Fort Worth Spinks
Airport; and
WHEREAS, the general description of the project is described as: construction of a vehicle service
road; and
WHEREAS, the City of Fort Worth intends to request financial assistance from the Texas
Department of Transportation for these improvements; and
WHEREAS, the cost for construction is estimated to be $300,000.00, and the City of Fort Worth
will be responsible for the five percent (5%) local match, an amount up to $15,000.00; and
WHEREAS, the City of Fort Worth names the Texas Department of Transportation as its agent
for the purposes of applying for, receiving and disbursing all funds for these improvements and for
the administration of contracts necessary for the implementation of these improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
The City Manager or his designee is hereby directed and authorized to execute all
contracts and agreements with the State of Texas, represented by the Texas
Department of Transportation, and such other parties as shall be necessary and
appropriate for construction of a vehicle service road at Fort Worth Spinks Airport.

(CD 8) Adopt Resolution Authorizing the City Manager to Execute Grant Related Agreements with the State of Texas, Represented by the Texas
Department of Transportation, for Construction of a Vehicle Service Road at Fort Worth Spinks Airport
RECOMMENDATION:
It is recommended that the City Council authorize adoption of the attached resolution, as required by the Texas Department of
Transportation, authorizing the City Manager or his designee to execute all necessary contracts associated with construction of a vehicle service
road with the Texas Department of Transportation at Fort Worth Spinks Airport.
DISCUS,91ON:
The Texas Department of Transportation Aviation Division (TxDOT) has advised the Aviation Department that funding can be allocated and issued
for construction of a vehicle service road (Project) at Fort Worth Spinks Airport (Airport). This Project will be funded by the Infrastructure Investment
and Jobs Act of 2021 (IIJA) grant from the Federal Aviation Administration (FAA), passed through TxDOT.
On April 12, 2022, Mayor and Council Communication (M&C) 22-0284 authorized the application and acceptance of the IIJA grant in an amount up
to $295,000.00 and a transfer of $29,500.00 for the City's 10 percent match requirement, for a total amount of $324,500.00 for an eligible project
at the Airport. On October 31, 2023, M&C 23-0921 increased an additional $3,278.00 for the City's match requirement for the IIJA grant, bringing
the City's total match amount to $32,778.00, and the total appropriation amount to $327,778.00.
On August 8, 2023, M&C 23-0649 authorized the application and acceptance of the I IJA 2023 grant in an amount up to $292,000.00 and a transfer
of $32,444.44 for the City's 10 percent match requirement, for a total amount of $324,444.44 for an eligible project at the Airport.
At the time M&Cs 22-0284, 23-0921 and 23-0649 were written, a specific use for the IIJA funding had not yet been determined. Since
then, a portion of Fiscal Year 2022 (FY22) funds were used to fund design of the Project, as well as design for a Drainage Improvements
project. The remaining FY22 funds and a portion of Fiscal Year 2023 (FY23) funds will be used to fund construction of the Project.
The Project will consist of constructing approximately 300 feet of a new service road on the east -side of the Airport (see attached map). This
Project will allow for the separation of vehicles and aircraft by providing a designated vehicular route to current and future airside facilities, as
currently, vehicles must utilize private lease space or an active taxiway heading towards an active runway to access these facilities. Design is
almost complete, and construction is expected to begin in Spring of 2025.
This resolution, if approved, will allow the Aviation Department to acquire the FY22 and FY23 IIJA grant funds needed for construction of the
Project. Separate M&Cs will be drafted and routed for approval of construction and construction oversight service contracts after advertisement of
the Project and funds have been received.
Fort Worth Spinks Airport is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
