To the Mayor and Members of the City Council January 5, 1993 Z5 x rt�� Subject: INTERDEPARTMENTAL COMMUNICATION SYSTEM UPDATE .The following report is intended to provide the city council with an update on the Interdepartmental Communication System. Overview The new 40 channel 800 MHz Interdepartmental Communication System and Police, Fire and AMAA Dispatch Center 'is approximately 80% complete with installation currently on schedule and the project estimated to remain within budget. On October 1, 1991 (I.R. 7554) the City Council was advised of the status of the proposed communication system to serve all departments. The report also covered the status of planned equipment acquisition from Motorola for $11,991,240.00 and a recommendation that $1,300,000.00 be budgeted for the construction of a central dispatch center that would house the Police and Fire Departments and the Area Metropolitan Ambulance Authority. The above cost would be financed through the sale of Certificates of Obligation. The report also indicated a cost of $383,741.00 for the FCC license, call taking and dispatch computer terminals, radio maintenance test equipment and a new phone system for the central dispatch center. It was recommended that these items be financed by accrued savings from the Communication Fund. On November 12, 1991, the City Council approved the sale of Certificates of Obligation to finance the Motorola equipment and design and construction of a central dispatch center, and authorized the City Manager to execute a contract with Motorola for acquisition of communication system equipment. Major installation of the system was initiated with the demonstration of the first 20 channels of the system at the Motorola North Beach facility. The Mayor and Council, City Manager and Staff, Departments, and County entities interested in the system were invited to a tour at the Motorola facility on June 9 and June 10, 1992, which demonstrated the system in a test environment. One hundred fourteen people took the tour. The equipment for the Local Government System (20 channels) was moved to Burnett Plaza and went 'on the air' July 16, 1992. Large, blue system antennas on top of Burnett Plaza can be seen from City Hall. Adjustments were made and the final test on the 20 channel Local Government System was complete on August 28, 1992. A tour of the Burnett Plaza site can be conducted upon request. Radio installation began on August 31, 1992. Radio demonstrations can be given upon request. Radios installed by department on the Local Government System were Development (41 radios) , City Services (122 radios) , T&PW (248 radios), Water (318 radios), Health (34 radios) , Aviation (28 radios) , Park & Recreation (103 radios) , Environmental Management (20 radios) , Public Events (17 radios) and Code Blue (100 radios),. Installation of these radios was completed on October 30, 1992. Equipment was installed and microwave interface Qompleted with the three site simulcast system going 'on the air* on September 10, 1992. The final test on the 20 channel Public Safety System was completed on November 1, 1992. Installation of Police (1642 radios) began November 1. 1992 and was completed December 23, 1992. Installation of Fire (392 radios) is scheduled to begin January 11, 1993. On January 28, 1992, the City Council authorized the City Manager to execute a contract with Halbach-Dietz Architects in an amount of $88,475.31 to design the Police/Fire/AMAA Dispatch Center. On July 28, 1992, the City Council authorized the City Manager to execute a contract with Haws & Tingle General Contractors in the amount of $999,300.00 for the construction of the Police/Fire/AMAA Dispatch Center at 3000 W. Bolt Street. Construction of the new Dispatch Center began on August 3, 1992. A diagram of the Dispatch Center floor plan is presented in Enclosure 1. The slab pouring was complete October 15, 1992. Building is scheduled to be completed by February 1, 1993, with equipment move-in beginning January 4, 1993. On August 11, 1992, the City Council authorized the City Manager to enter into a contract with a number of county entities to participate in the City of Fort Worth two-way radio communication system. Minimum ten-year revenue projections are $3,050,000.00. Entity radios scheduled to be placed on the System by July 1, 1993 are AMAA (96 radios) , Grapevine (149 radios) , Kennedale (45 radios) , North Richland Hills (154 radios), Richland Hills (25 radios), Southlake (60 radios), and Tarrant County (393 radios) . Contracts have been signed with all above entities. The new 40 channel 80 MHz Interdepartmental Communication System and Police, Fire and AMAA Dispatch Center is scheduled to be fully operational by April 1, 1993.
