REPORT TO CITY COUNCIL MEMBERS No. 7667 January 5, 1992 Qf�(�faRr,� To the Mayan and Members of the City Council Y Subject: RESIDENTIAL FACILITIES AT THE PRESBYTERIAN NIGHT SHELTER, 2400 CYPRESS STET At the City Council meeting on November 17. 1992, a citizen made a presentation in which the general sanitary condition of the Presbyterian Night Shelter was questioned. Two Health Department Sanitarians went to the shelter on December 10, 1992. The Sanitarians spoke with Mr. John Suggs, Executive Director and a thorough inspection of the facility was performed over a 2-112 hour period. The overall condition of the facility was very favorable. The restrooms were clean with the exception of some used towels on the floor. The sleeping areas were clean and the unused mats were stored properly. Inspection of the kitchen facilities yielded a score of 87 out of a possible 100. There were two critical items which were corrected within 48 hours. They were: 1. The dishwasher was not sanitizing at the proper temperature; and 2. The kitchen hand washing sink was not operable. The recheck of these items which was conducted on Wednesday. December 16, �► 1992, confirmed that the necessary actions to correct these violations had been taken. There is no specific state law establishing standards for residential facilities for the homeless. Such residential facilities are not regulated by either the Texas Department of Health or the Texas Department of Human Services. In addition, there are no provisions in the Code of the City of Fort Worth which specifically addresses regulation of such facilities. In the event of specific complaints, an appropriate department may evaluate the merit of the complaint. This may be the Fire Department in the case of fire hazards; the Development Department in Issues relating to the Building Code; the Code Enforcement Division in the case of exterior trash and rubbish; or the Health Department in the case of a suspected health hazard.
