The bollards were specified as galvanized steel. During inspection, plant operations noted the bollards needed to be safety yellow with reflective tape. This change orders provides for plastic bollards covers with reflective coating. The proposed price covers material, delivery, and installation. The installed cost is reasonable relative to published costs. • Top soil removal and compacted flexbase at the flow transfer station to facilitate access during wet weather. The original contract included gravel but the gravel surface did not hold up to work performed at the site during wet weather. Compacted flexbase is a more suitable material for all weather access. Most of the proposed cost is associated with labor and soil disposal, and not materials. The proposed lump sum price is comparable to the bid price for flexbase at the NSIV flow transfer station. • Addition of a flexbase access road to provide access to the site during wet weather. The contract did not include all weather access to the station. This change order provides for approximately 600 feet of a 15-foot wide compacted flexbase road to the site from the Summer Creek Drive dead end. Access from the Fogata Lane cul de sac was not considered due to the risk of disrupting drainage around the cul de sac. The proposed price of $40/SY for 7-inch flex base (accounting for an additional average depth of 1 inch due to the crown) is in line with the low end of recent bid process for 6-inch flex base of $35 to $58/SY. Staff recommends an addition of 120 calendar days to cover internal coordination needed to start up the flow transfer station.
