HomeMy WebLinkAboutIR 7661 INFORMAL REPORT TO CITY COUNCIL MEMBERS No.- 7661 OTE b To the Mayor and Members of the City Council November 24, 1492 R;N *ex Subject: TRANSFER OF SURTRAN BUILDING AT DFW J"3 AIRPORT TO THE CITIES OF FORT WORTH AND DALLAS HISTORY OF SURTRAN Initially, ground transportation to and from DFW Airport was to be provided by the Cities of Dallas and Fort Worth. Based on the concept, a 1972 agreement between the two Cities created Surtran as a joint public entity to provide taxi and bus service to the Airport. Also in 1972, the Airport Board signed an agreement with the Cities granting Surtran exclusive rights to provide the necessary ground transportation. Recognizing the need for a maintenance facility on the Airport, the Cities executed a grant amendment with the Urban Mass Transportation Administration (UMTA) and the State of Texas to provide funding for a "Maintenance and Operations Facility" for Surtran. This facility, located on East Airfield Drive presently is referred to as the DFW "Transportation Building". In 1983, Fort Worth withdrew from the Surtran operation due to the financial difficulties Surtran was experiencing. The City of Dallas continued to operate Surtran until November 1984, when the Dallas City Council voted to cease all operations. GRANT PARTICIPATION The grant agreement provided funding for Construction of a Maintenance and Operation Facility;Architectural and Engineering;purchase of office equipment and furniture;purchase of equipment and tools; purchase of five supervisory automobiles; and contingencies. The following is a cost breakdown for the building only: Federal Grant (80%) $2,230,622 State of Texas (13%) 362,476 City of Dallas (5.95%) 165,902 City of Fort Worth (1.05%) 29,277 TOTAL FUNDS PROVIDED $2,788,277 OMCIAL RECORD CITY SECRETARY TRANSPORTATION BUILDING FT. WORTH, TEX. DFW International Airport's Eastside Expansion Project will require the removal of the old Surtran Bus Facility located on Airport Property. The structure was originally built as a maintenance facility for Surtran, a joint venture between the Cities of Dallas and Fort Worth. Surtran provided taxi and bus service to and from DFW until 1984 when operations ceased. At about the same time, the DFW Airport Board expressed an interest in the building. The City of Dallas and the Board worked with UMTA to transfer the grant to the Federal Aviation Administration. When this effort was unsuccessful, Dallas, Fort Worth, and the Board executed a lease agreement, rental to be$1.00 per year. This lease is currently in effect and restricts the Board's use to coincide with the LJMTA grant provisions. The City of Dallas and the City of Fort Worth are co-grantees of the original grant. The Federal Transportation Authority (FTA) is willing to pursue transfer of the Transportation Building to the two Cities without repayment of the UMrA grant Once the building is transferred to the Cities, DFW International Airport can then proceed with its removal following reimbursement of each Cities' funding participation. Unless otherwise directed, City staff will proceed to request from the Federal Transit Administration (FTA) the transfer of the Surtran building to the Cities of Fort Worth and Dallas.
