yen Subject: PROPOSED REVISION TO POLICE OFFICERS' LEAVE PROGRAM
Background. The Fort Worth Police Officers Association recently
recommended that the City Council revise the Police Civil Service
leave program by allowing police officers each year to convert up
to 5 days of unused family leave to vacation leave. Informal
Report No. 7655, entitled "Review of Proposed Revision to Police
Officers' Leave Program", was presented to the City Council on
October 20, 1992. The informal report described the current
vacation, sick, and family leave benefits available to Police
Officers. Also a survey of vacation leave practices in Texas
police departments also was presented. The survey indicated that
the prevailing practice is to provide a graduated leave program,
with the number of leave days increasing based on years of service.
At the October 20 pre-council meeting of the City Council, the
Council agreed to consider a revision and requested the staff to
present alternatives. Also the Council requested the City Manager
to recommend one of the alternatives.
Discussion. Attached to this informal report are four (4)
alternatives for the City Council to consider. In all four
alternatives, family illness leave is reduced by the number of
vacation leave days that are added. The alternatives shown as
appendices to the Vacation Leave policy correspond to the alterna-
tives shown as appendices to the Family Illness policy.
All of the alternatives presented were analyzed using the number of
positions shown in the table below:

Alternative 1. This plan provides the same vacation leave benefits
as provided police officers of the City of Dallas. Police Officers
with 1 - 5 years of service will receive 120 hours (15 days) of
vacation leave per year. After twenty (20) years of service,

police officers will accrue 184 hours (23 days) of vacation leave
per year. The loss in productivity is equivalent to 12 police
officers or $355,776 in replacement costs.
Alternative 2. This alternative is another graduated plan with
first year Police Officers annually accruing 120 hours of vacation
leave and police officers with 20 years of service accruing 176
hours or 22 days of vacation leave. The productivity loss is
equivalent to 10 police officers or $296,480 in replacement costs.
Alternative 3. Alternative 3 provides additional vacation leave
days for all police officers. After one (1) year, police officers
would accrue 128 hours or 15 days per year. A twenty (20) year
veteran would accrue 192 hours or 24 days per year. The loss in
productivity in this plan is equivalent to sixteen (16) police
officers or $474, 368 in replacement costs.
Alternative 4. The Police Association recommended that up to five
(5) "family illness leave" days be converted to vacation or
personal leave days. This alternative as shown follows closely the
POA proposal. Since the average family leave usage is 1.75 days
per officer per year, five (5) days would be converted to vacation
leave for each officer regardless of years of service. Therefore
all police officers would accrue 160 hours or 20 days of vacation
leave per year. The loss in productivity in this plan is equiva-
lent to nineteen (19) police officers or $563,312 in replacement
costs.
Recommendation of City Mana+ger,i It is recommended that Alternative
1, which revises the vacation leave for police officers, be
approved. If the City Council concurs with this recommendation, an
M&C will be prepared and submitted for adoption by the City Council
at its November 17th meeting.
