To the Mayor and Members of the City Council November 10, 1992 rX><5 Subject: DRY BRANCH CREEK PETITION REQUEST 1875 The City of Fort Worth has received a petition from Ms . Vada L. Salyer of 3208 Browning Court West signed by 44 area residents . The petition seeks to have the open drainage channel called Dry Branch Creek placed underground in culverts between Springdale Road and Bonnie Brae. They say that the open channel has become a hangout for unruly young people, alleged drug pushers, burglars, and gang members, and that they have been subjected to disturbances from fights, verbal abuse, beer and sex parties, glue sniffing, and burglary. After the City complies with the petition, they would propose to fence their property and eliminate trespass . The Dry Branch watershed is one of the major watersheds within the City of Fort Worth and drains several thousand acres which lie mostly in Council District 4, but also extend into Council District 2 . The development on this watershed may be characterized as underdeveloped industrial in the upper and lower reaches with fully developed residential in the central portion. Despite the fact that the area developed before the city had any comprehensive drainage standards, there has been relatively little flooding on the watershed except in the area just downstream from the petitioners in the 1400 block of Robinwood Drive. This is due in part to the fact that most of the homes in this area are built on "pier and beam" foundations. The area is also characterized by drainage structures . Yard flooding is fairly common in the area due to the flat grades and the undersized drainage structures . The entire watershed drains through a culvert under Airport Freeway (S .H. 121) which is undersized by City of Fort Worth standards, but cannot be reasonably improved. Some improvements were made in the area just upstream from Airport Freeway in the vicinity of N. Beach St. in 1984 in conjunction with a developer project. The staff has calculated that to place Dry Branch Creek underground within the limits requested by the petitioners would require a minimum of 4-81x10 ' box culverts approximately 800 ft. in length. In addition, local area drainage systems would have to be extended and made compatible with the revised system. Total costs are expected to be $3. 1 Million exclusive of any Right-Of-Way costs . However, such an improvement would greatly increase downstream flooding unless concurrent improvements were also made there. Staff strongly recommends that any improvements to Dry Branch Creek be made in a manner that will minimize adverse effects on downstream property and be beneficial to the area as a whole. Underground culverts would not be recommended as either beneficial or practical . By their very nature, underground culverts must be kept open and unobstructed at all times. As such, they provide easy and protected access for anyone who wants to use them. Underground culverts occasionally increase localized flooding when the loading structures become blocked. In short, the requested project could aggravate rather than solve the problem cited by the petitioners . Staff suggests that resources should be allocated first to those projects where there is a high incidence of flood damages and cannot recommend improvements to the Dry Branch except as a lower priority to be done in increments over several bond programs . The cost of R.O.W. for construction of the larger channel sufficient to handle the 100 year storm could be substantial . Projects of this nature must be done in increments over several bond programs and must be done from the lower end of the drainage shed to the upper end. Should Council wish to undertake this project, the first increment should be the $8. 5 Million project which reaches from Beach St. to Yucca Ave. If the City Council requires additiona inf r:matijon, if will be furnished upon request .
