Subject: ANNUAL EEO/AA PROGRAM PROGRESS REPORT
This report presents the accomplishments realized during the City's
1991 EEO/AA year. This report includes five (5) sections: 1)
Status of EEOC cases; 2) Availability and Underutilization
Statistics for 1992; 3) New Hire, Promotion, and Reclassification
Statistics for 1991; 4) Affirmative Placement Goal Accomplishments
for 1991; and, 5) Overall Assessment.
I. STATUS OF $EOC CASES
There are currently 11 cases (as of August 1, 1992) filed with
the Equal Employment Opportunity Commission which are pending
and, 2 cases filed with the Texas Commission on Human Rights
are pending. Both of the TCHR cases involve allegations of
unlawful employment discrimination because of disability
status.
During calendar year 1991 a total of 11 charges were filed (8
with the EEOC and 3 with the TCHR) . During this same period
a total of 12 charges were closed: 10 No cause decisions, 1
settlement, and 1 charge was withdrawn.
II. AVAILABILITY AND UNDERUTILIZATION STATISTICS FOR 1992
Attachment No. 1, "January 1, 1992 Monitoring Report", shows
the availability of each protected class (Blacks, Hispanics,
and Women) for each of the City's 33 Job Groups. Availability
refers to the percentage of minorities or women in the
appropriate labor market who have the skills required for
entry into a specific job group, or who are capable of
acquiring them.
Availability percentages are determined in accordance with
federal affirmative action guidelines. The data utilized this
year is from the 1980 census; future calculations will use
1990 census data. The federal guidelines include an 8-factor
formula which considers population, unemployment, employment,
and requisite skill data in the calculation of availability
percentages.
Attachment No. 1 compares the availability percentages with
the incumbency percentages and shows the shortfall, in number
of persons (underutilization) , in each Job Group. The
shortfall or underutilization is the basis upon which depart-
mental affirmative placement goals are established.

recent years because representation in terms of aggregate
totals is good; the current challenge is in the area of
representative distribution within the City's workforce.
The 1991 affirmative action year saw significant gains in
terms of meeting overall placement goals and reducing the
degree of underutilization in Job Groups. The 1992 affirma-
tive action year is focusing upon the continued improvement of
the distribution of minorities and women in the City's
workforce.
The severe budgetary cutbacks the City underwent in 1991 has
had a minimal impact upon our affirmative action efforts.
Management is cognizant of the City's commitment to affirma-
tive action, therefore, workforce composition is being
considered when implementing the reduction-in-force mandates
brought about by budgetary constraints.
