To the Usyor and.Members-of the City Council July 14, 1992
Subject:
AHERN E" TO RETIRIEW ORDINANCE
M & C 0-9924 is on the July 14th City Council agenda for action. This M & C
recommends adoption of amendments to the City Retirement Ordinance.
At the July 7th Council Workshop, the proposed amendments were discussed with
the Council. The Council raised specific issues concerning authority to
establish a salary range for the Executive Director of the Retirement Fund and
the application of City personnel rules and regulations to employees working
in the Retirement Fund office. The draft ordinance presented on July 7th has
been further amended to address these concerns of the City Council.
The Ordinance now specifically states that the Board shall propose a salary
range for the Executive Director subject to City Council approval and that all
employees for the Fund shall be subject to the City's personnel rules and
regulations.
With the exception of the requirement that all elected employees and appointed
Board members be residents of the City of Fort Worth, staff is of the opinion
that the ordinance being presented to Council has the support of the City
Manager, the City Attorney, the Retirement Fund Board of Trustees and the
Board's legal counsel.
