X Subject: PROPOSED PURCHASE OF 21" WATER TRANSMISSION MAIN
On a number of occasions over the past few years the Water Department has
discussed the feasibility of acquiring and incorporating an existing 21" water
transmission main, owned by the Trophy Club M.U.D., into the major loop
planned for the northern section of the city.
The main built in 1981 by the 'Trophy Club M.U.D., at their expense, was the
result,of a wholesale contract between the City and the M.U.D. being negotiated
In 1979. The attached map depicts the location of the main (N. Beach pump
station to proposed meter station at SH 170 and US 377), which Is approximately
24,000 linear feet.
Although the City retains some limited right of service from this main, It Is a
gravity fed system which requires certain improvements(pressurizing)to meet the
fire protection needs of the recently announced Nestle's Distribution Center.
These costs have been calculated in the previously approved CFA and the City
Council has authorized an amendment to a standing "not to exceed" contract to
accomplish this requirement.
The advent of the Alliance Gateway development, coupled with the long term
service needs identified in various planning efforts has elevated the benefit to
Include this main in the Fort Worth system. The immediate advantages for the
acquisition are:
I It is already in place and functioning which greatly improves the
marketability of the 813 acres in Fort Worth which will also be served
by the TRA collection main;
2. It will immediately provide the easternmost leg of the looped water
system in the area, providing reliability of service and with
pressurization appropriate water pressure for the necessary fire
protection.
3. It would permit standardizing the water contract with the Trophy
Club placing the service on parity with all other contract
jurisdictions. (Equity purchases have been made on similar mains
as contracts were standardized in order that these assets are
accounted for as part of the major distribution network.)

4. It would also permit Fort Worth to expand in the future the wholesale
customer base into Roanoke and Westlake should this be deemed in
the best interest of the system. It also could help establish a new
option of providing service into 900 plus acres in the City's ETJ. The
service area is currently under a Certificate of Necessity held by the
City of Feller.
In order to give the City Council as much information as possible to evaluate this
purchase, tentative negotiations have been conducted with the Trophy Club
M.U.D. to establish terms. With the Council's concurrence, the staff will provide
at the next Council meeting an M&C to consider a contract to purchase the 21"
