To the Mayor and Members of the City Council May 26, 1992 10?31 Subject: PURCHASE OF DAY-CARE SERVICES FOR JTPA PARTICIPANTS The purpose of this report is to provide information on the procedures followed by The Working Connection related to the purchase of day-care services. Since the inception of the Job Training Partnership Act (JTPA), in 1984, provisions for day-care services have been included in the program mix of services. Over the years, it has been the department's policy to purchase services from centers that are licensed by the State and those that have met bid specifications established by City Purchasing: In 1987, the Department of Employment and Training implemented a broker service system designed to provide day-care services for participants enrolled in job training programs. The selected vendor, or agent, was responsible for locating, arranging, and invoicing for the day-care services with all day-care centers. *This method reduced the City's responsibility to dealing with only one vendor, thus reducing administrative costs while allowing for the use of centers In all areas of the city. Prior to entering into an agreement for brokered day-care services, The Working Connection purchased services on a one-to-one basis from a group of more than 60 agencies. These agencies were pre-approved and were located in all sectors of the service delivery area. This process proved to be very time consuming and expensive. Furthermore, it proved to be inconvenient to the vendors because of the time required to process paperwork for monthly payments for services rendered. The broker system while administered by the Day Care Association of Tarrant County does not exclude the participation of smaller operators. Any day-care center can become a member of the broker system. There is no fee to become a member. Centers are required to be licensed by the State. State qualifications address personnel; buildings, grounds and equipment; fire, sanitation and safety; food service and nutrition; and physical health. Smaller centers that do not have the capacity to administer the broker contract can still, qualify to receive referrals if they elect to become a member of the broker system. The current broker service contract is with The Day Care Association of Fort Worth and Tarrant County. Children are placed at the broker's day-care sites and several other member sites. The total number of(unduplicated) children served from July 1, 1991 to March 1992 was 740. With regards to the total number served, 33 were placed in Day Care Association centers and 707 were placed in other member centers. A total of 47 agencies were mailed bid packages. Each agency was invited to attend a bidder's conference that was conducted by The Working Connection on April 17, 1992. The Day Care Association was the only agency that submitted a bid and was the only agency that attended the bidder's conference. Their bid met all specifications and is recommended for funding. They proposed to provide services at nine (9) Day Care Association sites and 114 other broker sites. The daily rate, to be paid by The Working Connection from JTPA funds is $14.20 per child. Included in the quoted price of $14.20 is a broker fee of$1.55, therefore, the actual cost for child care services is $12.65 per child per day. An M&C is on today's agenda for City Council consideration.
