ALTERNATIVE HOURS PROGRAM
During the City Council meeting of May 5, 1992, Mr. R.L. Livingston expressed his
concern with the upcoming late night programming at City recreation centers.
In the Fiscal Year 1991-92 Budget the Park and Recreation Department was allocated
$101,000 for implementation of innovative programs to address youth-at-risk. As a
result, late night programs for youth have been developed and will occur from 10:00
p.m. to 2:00 a.m. on Saturday nights from May 16, 1992 through September 19, 1992(in
addition to Saturday daytime programs at all recreation centers). The late night
programs, which will be held at Bertha Collins, Diamond Hill, Sycamore, Hillside and
Handley Meadowbrook Recreation Centers, will include both recreational and
educational components.
The program design was developed as a result of input received through the Gang Task
Force Report and Youth Advisory Councils representing each of the City's twelve
recreation centers. The program has been endorsed by the Police Department and
coordination efforts are underway to ensure that patrol officers are aware of these
activities and that proper identification will be issued to the participants. In addition,
an off duty police officer is assigned to each program site to provide security.
The Curfew Ordinance No. 11031 does provide an affirmative defense for a child which
is attending or traveling directly to or from an activity of this nature. Procedures have
been established to issue written communication which will provide information as
required by the ordinance which will allow for legal travel to and from the late night
activities. As such, this program will meet the legal requirements of the curfew
ordinance and achieve the goal of providing positive, structured activities for youth
during late night hours.
