axA Subject: COMMUNITY DEVELOPMENT BLOCK GRANT CONTRACTING PROCESS
The City Council will soon be asked to consider the Housing and Human Services
Department's (H&HS) Year XVIII Community Development Block Grant (CDBG) Contract
M&C recommending approval for execution of all Fiscal Year XVIII CDBG contracts.
Since 1975 we have received a CDBG annual entitlement from the U. S. Department
of Housing and Urban Development (HUD). This coming year, Year XVIII , the
entitlement is $5,611 ,000. Most of the funds, .$4.fi74,898 or 87%, are spent on
in-house programs such as housing, community facilities, and streets. However,
we have found it is more efficient to subcontract with established providers for
certain specialized services such as day care, senior citizens services and
economic development. In the next year $936,102 or 13% of the budget will be
subcontracted. This Informal Report is to explain the process we go through as
we prepare the Contract M&C and ready contracts for signing.
For informational purposes, a description of the Year XVIII CDBG contracting
process follows:
Year XVIII CDBG Contracting Process/Schedule
1. Request-for-Proposal packets are sent to funded agencies and other
interested organizations in September.
2. All proposals are submitted by mid-October.
3. Proposals are reviewed by the Housing and Human Services (H&HS) Department
and Planning Department staffs to establish their eligibility for CDBG
funding.
4. H&HS staff prepares a document for the Community Development Council (CDC)
summarizing eligible proposals and providing staff comments and
recommendations for funding.
5. In November, CDC holds a Budget Workshop during which the Department's CDBG
Budget and proposed programs are reviewed and discussed.
6. In December, the CDC holds a formal public hearing on the proposed CDBG
Budget.
7. In January, the CDC approves the CDBG Budget, recommends funding levels for
programs and refers its recommendation to the City Council .
8. In March or April , the CDBG Application M&C is approved by City Council .
The application package is submitted to the U. S. Department of Housing and
Urban Development.

9. Contract preparation begins following approval of the Application M&C and
continues through May which does not permit the attachment of finalized
contracts to the Contract M&C. The following contracts are being prepared:
Continuation of contract for Riverside Senior Citizens' Program operated
by the Riverside Senior Citizen Services of Greater Tarrant County, Inc.
Continuation of contract for Pre-School Child Care Program operated by the
Day Care Association of Fort Worth and Tarrant County.
Continuation of contract for School-Age Child Care Program operated by the
YMCA of Metropolitan Fort Worth.
Continuation of contract for J.A. Cavile Kids Sports Program operated by
the Boys and Girls Clubs of Greater Fort Worth, Inc.
Continuation of contract for Mid-South Seniors Program operated by
Southside Area Ministries.
Continuation contract for the Because We Care Summer Youth Program
operated by Because We Care, Inc.
Continuation of contract for Business Assistance Program operated by Fort
Worth Economic Development Corporation.
Continuation of contract for Small Business Development Program operated
by the Hispanic Chamber of Commerce.
Continuation of contract for Revolving Loan/Purchase, Rehab, Resale
Program operated by Neighborhood Housing Services of Fort Worth, Inc.
New contract for Meals On Wheels Program operated by Meals On Wheels, Inc.
The M&C approving the execution of contracts is scheduled to appear on the City
Council Agenda on May 5. If approved, the contracts will be signed with an
effectime date of June 1, 1992 through May 31, 1993.
