On January 4, 1994, the City Council approved M&C C•14130 which authorized the City Manager to enter into a contract with Laidlaw Environmental Services (TES), Inc. to conduct a household hazardous waste collection day on April 30, 1994. This collection event builds on the successful event held in May 1993, and will provide the staff with additional information needed for implementation of future household hazardous waste programs which will be required as part of the National Pollutant Discharge Elimination System (NPDES) Storm Water permit. In December 1993, the Texas Natural Resource Conservation Commission (TNRCC) notified the City that approximately $1 million is available from the state for household hazardous waste grants. The purpose of the program is to support local efforts in establishing and operating efficient household hazardous waste collection programs, to educate the public about the dangers of improper use and disposal of household hazardous waste and to promote recycling and reclamation of household hazardous waste products. Grant funds can be used to pay for all costs associated with a collection event except actual waste disposal costs which must be paid for by the recipient. Proposed Grant Application: The grant guidelines indicate that a grant application for only the scheduled April 30 event would probably not be approved since it is considered an existing program. The grant guidelines require a local maintenance of existing efforts and are seeking to only enhance such programs. Alm, the timing of the grant award is a factor due to the required public education program which would be necessary for the April 30 event. The staff is preparing a grant application to support a second collection event in 1994. The April 30 collection day will occur as currently planned, and if the City is awarded a grant, it would be used to partially offset already committed City funds for the April 30 event and support a second collection day in the fall of 1994. The required public education component of the grant would be developed prior to the fall event. Separate spring and fall collection events will be an enhancement over a once a year op", collection program. Citizens will be able to safely dispose of materials in a timely manner and limit the amount of hazardous materials stored in their homes and the length of time those materials must be stored. Contractor Costs for 2 Collection Events $130,000 - Public Education Materials 16,700 Newspaper Advertising for 2 Collection Events 17,000 Supplies, Signage, Etc. 1,300 TOTAL $165,000 The City will be required to pay only actual waste disposal costs associated with each collection event. It is estimated that disposal costs will be approximately $75,000- $100,000 per event. Revenues from the 50 cent Environmental Fee will be used to pay for disposal costs. The City has committed up to $160,000 for one collection event on April 30. Under the proposed grant application, the City's total estimated cost is approximately $150,000 -$200,000 for two events. Thus, a successful grant application would allow the City to provide residents double the level of service for a relatively small additional cost. In addition, $35,000 in grant funds would be available for public education initiatives and event advertising. The staff will place an M&C on the January 25, 1994 City Council agenda to approve the grant application.
