HomeMy WebLinkAboutIR 7781 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. na 0 1%R0-TE December 14, 1993 *e-% To the Mayor and Members of the City Council x Subject: MONITORING FEES FOR THE WATER DEPARTMENT INDUSTRIAL WASTE Von SECTION One of the responsibilities of the Industrial Waste Section of the Water Department is to monitor the strength components of the wastewater flow of major industries in Fort Worth. Based on criteria such as historical compliance, type of industry and permitting requirements, each customer is assigned a sampling frequency between zero and three events per year. Industries are assessed a monitoring charge which is included on their monthly water bill. Chapter 35 of the Code of the City of Fort Worth provides for annual recalculation of the monitoring and pretreatment, based on actual costs incurred in the previous year.The Code states, "the monitoring shall consist of all cost for personnel, material and equipment used to collect and analyze samples from the customer wastewater to determine the strength of the wastewater produced, and when appropriate, to inspect pretreatment facilities, to administer pretreatment permit systems and to enforce ordinance requirements. Pretreatment requirements primarily affect industries which discharge toxic substances into the sewerage system." The Industrial Pretreatment Section has and is going through a complete reorganization of staff and administration of its program due, in part, to mandates received in the form of Administrative Orders from the U. S. Environmental Agency. Additional staff, computers, sampling equipment and vehicles were required to accomplish the required improvements. These improvements have occurred during the past year. Monitoring fees have been calculated based on current requirement to administer the program. The revised cost per administrative unit is $284.64. The present cost per administrative unit charge is $127.00 (see attached tables). An administrative charge is assessed each time the industry is monitored. While the revised costs reflect a substantial increase, those industries in compliance with the City's Industrial Waste Ordinance will not be appreciably affected because they will be monitored on a less frequent schedule. However, those industries found out of compliance with the ordinance will be impacted since inspection and monitoring of their facilities will be greatly increased. The Water Department plans to notify its industries of the revised charge in December, 1993 and implement the changes on January bills. The industries were informed that the monitoring fees were be, re ise during a workshop held on October 27, 1993 in City Council chambers. Ratings range from "0" to 03" where "0" is absence of violations and no enforcement effort needed or foreseen. A "1" reflects minimal enforcement effort and is used for IUs with good records mow, but problems in previous years. A "2" is used for IUs with violations and citations have been issued. A "3" is used for IUs which were found to be "SNC" the previous year. PRETREATMENT Ratings of 00-3" , where "0" is for non-categorical IUs and "1-3" is for categorical IUs depending upon the complexity of regulations and the IU processes. INSPECTIONS_._ Reflects the number of inspections expected to be done in the current year. PERMITS Ratings of 40-3" for maintenance of permits. Where "0" is for no changes, and 03" would be a major change or reapplication. SAMPLES: A total number of sampling "events" expected during the year.
