PROPOSED FORT WORTH CLEAN-UP DAY

Each April since 1987, the City Services Department's Solid Waste Division and the
Fort Worth Clean City program have sponsored the annual GLAD Bag-A-Thon. This
event encourages neighborhood groups, school groups and other volunteers to join
together and collect litter and debris, including tires,from public property throughout
the City. During the 1993 event, 240 volunteer groups collected more than 302,000
pounds of litter and debris and approximately 600 tires.
On May 15 and 16, 1993, the Department of Environmental Management conducted
the first comprehensive household hazardous waste collection event in North Texas.
This event was designed to give citizens an opportunity to safely dispose of those
household products, including paint, pesticides, cleaners, and other chemicals, which
can be hazardous to individuals and the environment if used or disposed of
improperly. More than 1,500 households participated in this event, making it the
largest first-time event ever in Texas, and one of the largest first-time events ever in
the United States.
JOINT GLAD BAG-A-THON/HOUSEHOLD HAZARDOUS WASTE
COLLECTION EVENIN.
Staff from the Solid Waste Division, Fort Worth Clean City and the Department of
Environmental Management have been discussing the possibility of coordinating
certain planning and marketing aspects of the two events and holding them on the
same day at the same location. Combining the two events into a Fort Worth Clean-
Up Day would help focus citizen and media attention on the problems being
addressed by each event, and should lead to increased citizen participation in both
events. Staff also feels that combining these two separate events with similar
themes would enhance Fort Worth's reputation for being ahead of other Texas cities
when it comes to addressing environmental problems and increasing citizen
involvement.
Staff has selected Saturday, April 30, 1994 as the date for the clean-up day, and has
tentatively reserved a portion of the Tandy Center Parking Lot as the site for this
joint event. This date was selected because April 22 is Earth Day, and Fort Worth
Clean City has planned an entire month of activities associated with Earth Day,
culminating with the GLAD Bag A-Thon on April 30.

Although the GLAD Bag A-Thon and the Household Hazardous Waste Collection Day
will be held jointly, all financial aspects of each event will remain separate. The
GLAD Bag A-Thon relies entirely on corporate sponsorship, and none of this support
will go towards funding the household hazardous waste collection, and none of the 50
cent Environmental Fee revenue which pays for the household hazardous waste
collection will be used to pay for any GLAD Bag-A-Thon costs. It is anticipated that
the two' events will share in the cost of such items as advertising, signage and site
amenities, including portable restrooms.
FUTURE CITY COUNCIL AMON:
Before Fort Worth Clean City and the City of Fort Worth can officially announce this
joint event and begin the operational and logistical planning process, the City Council
must approve a contract with a household hazardous waste collection company. The
Department of Environmental Management has received bids from three qualified
companies, and staff anticipates an M&C to award a contract to be placed on the City
Council's agenda within the next two weeks.
The actual cost of the Household Hazardous Waste Collection Event will be
dependent upon the amount of waste collected, but the proposed contract will have
a not to exceed amount of$160,000. Revenue from the 50 cent Environmental Fee
will be used to pay for this collection event.
If the City Council has no objections to the proposed event, staff will proceed with
preparing an M&C to award a contract to the selected household hazardous waste
contractor. Staff will provide the City Council with periodic updates as planning for
the event progresses.
