This Change Order authorized by the attached memorandum of January 24, 2025 which supplements the
July 29, 2024 emergency memorandum resulting in City Secretary Contract No. 61809 with United Rental
(North America), Inc. for emergency by-pass pumping near 5301 E. Belknap Street, Haltom City.
The change order will provide additional funding for increased work scope as described in the attached
supplement memorandum dated January 24, 2025.

This memo is submitted to request authoi•ization for additional funding foi• emeigency seivices outlined
below, at increased cost of $1,000,000.00.
On Fi•iday, May 3, 2024, Watei• Field Operations crews discovered a segment of a 33-inch Sanitai•y Sewer
Main near 5301 E. Belknap St��eet, Haltom City to be severely exposed as result of creek bank erosion from
recent rains. No sewer dischai•ge was encountei•ed at that time. However, on May 5, 2024 the exposed pipe
was found to be leaking from additional points along with three other close by segments of the sewer main.
United Rentals (North America), Inc., under a standing contract, was engaged to set up by-pass pumping,
which was immediately mobilized to implement pumping around exposed section of the pipe. Water Field
Operations Crews are not able to conduct by-pass pumping work of this magnitude. An eme�gency
memorandum engaging Freese and Nichols, Inc. for design and William J. Schultz, Inc. dba Cii•cle C
Construction Company for consti•uction (see attached) was issued on June 11, 2024. The project is within
Haltom City and Fi•eese and Nichols, Inc. has been woi•king to ensure compliance with both their needs and
oui•s. This resulted in the need foi• bypass pumping to continue. It was beyond the capacity of the standing
contract to engage United Rentals for this eme�gency by-pass pumping. Under the July 29, 2024 Emergency
Authorization (copy attached), the Water Department engaged United Rentals (Noi•th America), Inc. to
pi•ovide and maintain the necessary by-pass pumping.
The needed by-pass pumping was estimated to be $800,000.00.
The emeigency by-pass was to remain in place until the emei•gency repair of the sewer main is completed.
However, because rerouting is necessaiy into Haltom City right-of-way and also on private right-of-way,
permission must be obtained from Haltom City and an easement must be secured from the affected private
property ownei•. It has taken longei• than anticipated to obtain the permit and easement to allow foi• work to
begin resulting in the exhaustion of the original funding. This memorandum provides for additional by-pass
pumping costs in the amount up to $1,000,000.00 �mtil the emeigency r•epaii• woi•k is completed.
A confirining M&C will be circulated to ratify the contract after the work has been performed. With the
supplement, the revised contract amount is $1,800,000.00.

This iuemo is submitted to inform the City Manager's Offce and the City Council that, puisuant to the
emei•gency authority found in Chapter 2, Ai•ticle I, Section 2-9 of tl�e City's Code of Ordinances, the Water
Department will initiate emergeucy procurement of the following contractor for tlie service and cost as
indicated below to maintain emergency by-pass pumping to reroute the sanitary sewer main around the
collapsed segments of the sewer u�ain. By-pass pumping �vill cease as soon as soon as the emergency repaic
wocl< is completed.

Waiting to bid and a�vard a conh•act to perform this �vork is not the best intecest of the health and safety of
the City of Fort Worth, Iu addition to the citations, above, Section 252.022 of the Local Government Code
exempts from normaf bidding rec�uirements e;cpenditures that are necessary to preserve or protect public
health or safety of the municipality's residents and pcocurements necessary because of u►iforeseen damage
to public inachinery, equipment, or properly.
M&C �vill be circulated to ratify the above contracts after the worlc has been performed.

The Water Deparhneut will coordin�te with Haltan City since this City of Fort Worth sanitary sewer main
is located within Haltom City limits.
