Subject: Appointments to the Tarrant Appraisal District(TAD)
is" Appraisal Review Board (ARB)
The Board of Directors of the Tarrant Appraisal District will be considering the
appointment of new members to the Appraisal Review Board during its December
monthly meeting. There are fifteen positions to be filled before the hearing season
begins in June. Six of these positions are filled by persons not eligible for
reappointment.
A copy of the resolution adopted by the TAD Board of Directors outlining the
guidelines for appointment to the Tarrant Appraisal Review Board is attached.
Candidates for the ARB should have expressed-their willingness to serve and have the
time to devote to the job. They should be prepared to serve a minimum of four days a
week during the busy four month period (approximately July through October).
Candidates should provide a brief biography reflecting their qualifications. TAD will
conduct an orientation session for all interested and recommended members to discuss
duties,time commitment,compensation and other items of interest.
If the City Council should desire to make recommendations for appointments to the
ARB, the name of the candidates, together with a brief resume, address, and phone
number should be submitted to Mr. John Marshall, TAD Executive Officer, by
December 2, 1993.

RESOLUTION
WHEREAS, the Board of Directors ("Board") of Tarrant Appraisal
District ("TAD") by resolution of a majority of its members
may set the number of members of Tarrant Appraisal Review
Board (11TARB11) at a number greater than three and no greater
than thirty as is necessary to accomplish TARB's duties in the
manner and within the time prescribed by law, and
WHEREAS, the Board by resolution of a majority of its members
appoints members of TARE to hold office for terms of two years
beginning on January 1 and appoints members to fill vacancies
for unexpired portions of terms; it is therefore
RESOLVED, that members of TARE must meet all requirements
imposed by applicable laws, which laws now require that each
member--
1. reside within the boundaries of TAD at the
beginning of and at all times during his or her
term of .off ice;
2. have resided within the boundaries of TAD for at
least two years prior to the beginning of his or
her term of office;
3. not be a member of the Board of TAD;
4. not be an officer or employee of TAD;
5. not be an officer or employee of the Comptroller
of Public Accounts of the State of Texas;
6. not be an officer or employee of any taxing unit
that participates in TAD;
7. not have served for all or part of three previous
terms on TARE;
8. not be related within the second degree of consan-
guinity or affinity to an individual who is engaged
in the business of appraising property for
compensation for use in proceedings under the Title
1 of the Texas Tax Code involving TAD or any taxing
unit that participates in TAD;
9. not be related within the second degree of consan-
guinity or affinity to an individual who is 'engaged
in the business of representing property owners ior
compensation in proceedings under Title 1 of the
Texas Tax Code involving TAD or any taxing unit
that participates in TAD;
10. not be a party to a contract with TAD or any taxing
unit that participates in TAD
11. not have a substantial interest in any business
entity that is a party to a contract with TAD or
any taxing unit that participates in TAD;
12. not have any other interests that conflict with the
interests of TARE or TAD and that are prohibited by
any law, including the common law relating to
conflicts of interests.
RESOLVED, further that in appointing members tc.
Board of Directors shall consider the following:
TARE is required by law to review appraisal records; to hear
and determine protests concerning valuation, eligibility for
exemptions, and other matters; to hear and determine
challenges by taxing units; and to hear and determine motions
for corrections of records. In performing these duties, TARE
is a public body subject to the requirements of the Texas -
Tax Code and Open Meetings Law and other laws. Accordingly,
each candidate for appointment to TARE should --
(a) be generally familiar with or willing to become
familiar with the definition of 'market value and
and with generally accepted appraisal techniques;
(b) be generally familiar with or willing to become
familiar with economic conditions that influence
the market value of real and personal property in
the area that TAD serves;
(c) be generally familiar with or willing to become
familiar with the types of properties and the types
of public and private, non-profit community service
organizations that may qualify for exemption from
taxation;
(d) be able and willing to apply the laws to matters
under consideration to the best of his or her
understanding of those laws;
(e) be able and willing to treat all parties to and
participants in TARE proceedings fairly, impartially
and respectfully;
(f) be available during his or her term of office to
serve at the call of the chairman as may reasonably
be necessary to constitute a quorum to accomplish
TARB's duties in the manner and within the time
poll, prescribed by law; and
(g) be able and willing to abide by the policies and to
follow the procedures adopted by TARB.
(h) Not have been an administrative or management
employee or elected official of the appraisal
district or any taxing entity of Tarrant County
for a period of two years prior to appointment.
(i) Not be related at the time of appointment within the
first degree of consanguinity or first degree of
affinity to an individual who is an administrative
or management employee or elected official of the
appraisal district, or any taxing entity of Tarrant
County, or State of Texas with statewide
jurisdiction.
RESOLVED FURTHER, that TARB serves a diverse population.
Accordingly, as nearly as is reasonably practicable, the
membership of TARB shall be fairly representative of all of
the several economic, religious, cultural, ethnic, racial, and
gender groups that comprise the population that TAD serves.
