AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $82,953.28, OF
WHICH %41,476.64 IS FROM A GRANT FROM THE UNITED STATES
DEPARTMENT OF JUSTICE FY2011 AND FY2012 BULLETPROOF VEST
PARTNERSHIP PROGRAM, AND $41,476.64 IS FROM AVAILABLE FUNDS, FOR
THE PURPOSE OF PURCHASING BULLETPROOF VESTS; PROVIDING FOR A
SEVERABILITY CLAUSE- MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALI, ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT' WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount (A'92,953.28, of which $41,476.64 is from a grant from the United States Department
of Justice FY2011 and FY2012 Bulletproof Vest Partnership Program, and $41,476.64 is from available
funds, for the purpose of purchasing bulletproof vests.
SECTION 2.
That Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a Court OfCOTTipetentjurisdiction,Such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 204 1 1-09-20 1 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Applications for and Acceptance of Awards Under the Fiscal Year 2011 and Fiscal Year 2012
Bulletproof Vest Partnership Program from the United States Department of Justice in the Amount Not to
Exceed $41,476.64, Authorize Expenditure in the Amount of$41,476.64 in Matching Funds and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify applications for and acceptance of grant awards from the United States Department of Justice
Fiscal Year 2011 and Fiscal Year 2012 Bulletproof Vest Partnership Program in the amount not to exceed
$41,476.64;
2. Authorize a transfer in the amount of$41,476.64 from the General Fund to the Grants Fund for the
City's match; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$82,953.28 upon receipt of the funds.
DISCUSSION:
The Bulletproof Vest Partnership (BVP) Program, created by the Bulletproof Vest Partnership Grant Act of
1998, is a unique initiative that the United States Department of Justice (DOJ) designed to assist state and
local law enforcement agencies in purchasing bulletproof vests for law enforcement officers. The BVP
Program awards funding based on the amount of available funds for the year, the size of the applicant unit
of government and the number of requests received. Only bullet-resistant vests certified by the National
Institute of Justice are eligible for reimbursement under this program.
The BVP Program is designed to reimburse up to 50 percent of the total cost of each vest included in the
jurisdiction's application. In 2009, the Police Department was advised by Finance that the Bulletproof Vest
Partnership was not a grant, and therefore, it did not need to be approved by City Council. Since that
time, the Finance Department has reevaluated the BVP Program and advised the Police Department that
these funds should be budgeted in the Grants Fund and requires City Council approval.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
