Subject: SYCAMORE CREEK GOLF COURSE
In 1986, $1.5 million dollars in General Obligation Bonds were approved for the
redevelopment of Sycamore Creek Golf Course. On August 28, 1990 (N4&C C - 12490),
the City Council authorized the City Manager to execute a contract with Poe Engineers,
Inc. in the amount of $1A000.00 for consulting services and construction documents
for redevelopment of the golf course. Development included golf course reconstruction
as well as the design and engineering of a clubhouse and golf course maintenance
service center.
On February 25� 1992 (M&C C - 13256), the City Council authorized the City Manager
to execute a contract with Randall and Bl" Inc. for construction of the golf course in
the amount of$1,2KO40.00. The contract consisted of demolition of the existing course
and installation of a regulation length nine hole golf course with double sets of tee
boxes,irrigation,cart trails,water features,low water crossings,improved turf and other
site amenities. Construction began on April 3, 1992 and final inspection took place on
July 28, 1993.
During the spring of 1993, flooding caused substantial damage on one of the two low
water crossings. Prior to repairs being made to the damaged low water crossing,
additional local flood events rendered the structure unpassable. Final determination of
the exact cause of failure and responsible parties has not been established;however,staff
will continue investigation and negotiation with all involved parties to determine if
compensation is due to the City.
Shortly after the failure of the low water crossing, the consulting engineer was directed
to design a solution. The redesign was to stabilize the low water crossing within the
existing conditions of the alluvial soils with the expected full inundation by a five year
storm event. Pricing for the solution was requested and supplied by Coronado Builders,
Inc, the general contractor presently on-site who is constructing the clubhouse and
maintenance complex.
Extensive bank stabilization measures and actual repairs to the crossing were priced at
$108,000. Both the City and consulting engineer felt this cost was excessive considering
the fact that the crossing would be unpassable following a moderate storm event. After
further review, the decision was made to construct a bridge that would provide greater
access throughout the year.

On August 13, 1993, a meeting was held at the site with representatives from the Park
and Recreation Department,Department of Law, Transportation and Public Works, Poe
Engineers, Inc., and the Corps of Engineers. Due to the potential of future loss and
damage to both City property and other. newly constructed improvements, the
Department of Law determined that immediate action was warranted. It was
recommended that the City identify general contractors with experience and expertise
in similar construction to develop a solution and negotiate a contract cost In the
opinion of the Department of Law, the departure from normal bidding procedures was
legally justifiable in accordance with State bidding laws because of unforeseen damage
to City property and in order to preserve such property.
During the week of August 16, 1993, the City and consulting engineer met with four
contractors who were qualified to perform these services. The selection of the contractor
was to be based upon their experience,recommended solution,availability and probable
cost. Following these on-site interviews, the company of Architectural Utilities, Inc.
(AUI) was selected by the City. Negotiations with AUI have resulted in a construction
cost of$159,128 for a solution which would allow access during a moderate storm event
The original Capital Improvement Program project description identified construction
of an additional 9-hole course adjacent to the existing golf course. The project budget,
totalling $1.5 million identified funds for planning and design, land acquisition and
construction.
In November 1991, the engineer's preliminary cost estimate for the golf course only was
established at$1,377,915. As a result additional funds were appropriated from retained
earnings from the Golf Enterprise fund to finance the additional golf course construction
costs, the pro shop/cart barn building and maintenance service center. These
improvements were necessary to achieve a full service facility consistent with other city
golf courses. The following provides a financial summary of the original bond program
budget, engineer's estimates and actual contract costs to date.

Appropriations to date include $1,500,000 from the bond program and $1,085,000 from
the Golf Enterprise Fund retained earnings for an appropriation total of $2,585,000.
Actual amounts include contract cost, inspection, testing and contingencies,final amounts pending
protect closeout
The City Council agenda of October 5, 1993 includes an M&C for the purchase and
installation of a bridge to span the creek where the washout has occurred. Construction
time required to prepare the site and install the bridge structure is forty-five (45)
calendar days. As a result, the previously scheduled October 1, 1993 opening date of
the golf course has been delayed. The new projected opening for the golf course will
be November 15, 1993 barring unforeseen weather delays.
