HomeMy WebLinkAboutIR 7756 INFOQMAL REPORT TO CITY COUNCIL MEMBERS No- :1:Zr,6 To the Mayor and Members of the City Council September 14, 1993 Subject: TRANSPORTATION ENHANCEMENT PROGRAM- INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991 (ISTEA) The Federal Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) has as a component the Transportation Enhancement Program. The program provides funding for a broad range of transportation related activities, including bicycle and pedestrian trails, scenic and landscaping programs, historic preservation activities, and runoff water pollution control. Funding There will be three calls for nominations of projects to the State through the North Central Texas Council of Governments (NCTCOG). The first will be in Fall 1993. State officials have indicated that for each round there will be $36 million available for Texas projects. It is estimated by the NCTCOG that 22 percent (the proportion of the population living in North Texas) or about $7.7 million will be for the North Central Texas area. Based on the population of Fort Worth, our proportionate share would be about$900,000 in each round. Our obligation to receive these funds would be to provide a 20 percent local match or a fair market value of land donated to the state. Application To apply for funding, the City of Fort Worth will have to submit applications for each project. Projects in Fort Worth funded by others, such as Streams and Valleys, will require City sponsorship to be eligible. Each project submitted must show "persuasive evidence of public support". The first round deadline for applications to the NCTCOG is currently set for October 8, 1993. The projects from the North Central Texas area will be evaluated by the Regional Transportation Council and are subject to the same evaluation criteria utilized by the State Department of Transportation. Selection The projects funding criteria will be based on eligibility (function, proximity, impact), technical review and benefit ranking (economic, environmental, social). Projects selected by the NCTCOG will be forwarded to the Texas Department of Transportation (TxDOT) by early November 1993 and prioritized by the RTC of the NCTCOG by December 9, 1993. Facilities for bicycles and pedestrians 2. Acquisition of scenic easement and/or scenic historic properties 3. Scenic or historic highway programs 4. Landscaping and other scenic beautification 5. Historic preservation 6. Rehabilitation and operation of historic transportation, buildings, structures and facilities 7. Railway corridor preservation 8. Control and removal of Outdoor advertising 9. Archaeological planning and research 10. Mitigation of water pollution due to water runoff Schedule It is recommended that the staff under the coordination of the Department of Planning and Growth Management follow the steps below and the schedule as proposed: Informal Report to Council 9/14 Staff and sponsors complete applications 9/29 City Council public hearing and action on 10/5 projects to be submitted Applications due to NCTCOG 10/8 h .
