HomeMy WebLinkAboutIR 7750 + A INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7750 To the Mayor and Members of the City Council August 3, 1993 Subject'y CONTRACT WITH ADVANCED OCCUPATIONAL HEALTH CARE FOR OCCUPATIONAL Ian HEALTH SERVICES The City has operated the employee clinic located at 700 West Rosedale Street since May of 1990. Due to the retirement of key personnel and chronic staffing problems experienced in the clinic during the past two years, a Request for Proposals (RFP) for Occupational Health Screening, Testing, Counseling and Minor Injury Treatment Services for the City of Fort Worth was developed to solicit these services from the private sector. The following is a list of functions which have been carried out at Risk Management's Occupational Health Clinic: • Monitoring for on-the-job exposure to blood borne pathogens - assessment, drawing blood specimens (which are sent to an outside lab for testing), test interpretation, treatment, counseling and follow-up • Performing physical examinations - promotional and post-offer • Treating minor occupational injuries - assessment, treatment and/or referral, and follow-up • Inoculating with hepatitis B vaccine and other immunizations; performing audiograms and other special screening procedures, e.g., lead exposure surveillance through clinical testing • Urine drug screening - random testing of 20% of each department's employees per year; testing as a component of post- offer and promotional physical examinations; and testing based on reasonable cause The RFP was sent to sixteen service providers on June 28, 1993. A proposers' conference was held on July 8 and July 15. Nine responsive proposals were received through the Purchasing Division. A proposal evaluation team composed of five employees from Risk Management, Fiscal Services, the Water Department and the Purchasing Division, reviewed all proposals. Following interviews with the two final proposers, a consensus of the team, headed by Susan Bulla, Director of the Risk Management Department, resulted in the selection of Advanced Occupational Health Care (AOHC) . Factors leading to this decision are: the qualifications of the persons to provide services; the firm's long-term comprehensive commitment to occupational medicine; service availability and access to AOHC's three clinic locations in Fort Worth; and pricing. Approximately 40% of the total cost will be expended from the General Fund and 60% from the Workers' Compensation Insurance Fund. This is the same basis used for budgeting expenditures for pre-incident and post-incident clinic services, respectively, over the past three fiscal years. Risk Management's budget request for fiscal year 1993-94 will cover the cost of AOHC's services, estimated to be close to that of the in-house operation. An M&C recommending the City Council's authorization to execute a contract with AOHC and to approve expenditures for their services will be on the Council .agenda August 10, 1993. A letter is being sent to department heads informing them of this change and to effect an expeditious and smooth transition.
