HomeMy WebLinkAboutOrdinance 27392-01-2025Ordinance No. 27392-01-2025 AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE STORMWATER CAPITAL PROJECTS FUND, BY INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE MINOR NEIGHBORHOOD DRAINAGE IMPROVEMENTS PROGRAMMABLE PROJECT (CITY PROJECT NO. P00044) IN THE AMOUNT OF $400,000.00 AND DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GEOGRAPHIC INFORMATION SYSTEMS (GIS) DATA MANAGEMENT PROGRAMMABLE PROJECT (CITY PROJECT NO. P00013) BY THE SAME AMOUNT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the budget of the City of Fort Worth for Fiscal Year 2024-2025, as enacted by Ordinance 27107-09- 2024, as amended, is hereby further amended to make the following adjustments to estimated receipts and appropriations in the Stormwater Capital Projects Fund, by increasing estimated receipts and appropriations in the Minor Neighborhood Drainage improvements programmable project (City Project No. P00044) in the amount of $400,000.00 and decreasing estimated receipts and appropriations in the Geographic Information Systems (GIS) Data Management programmable project (City Project No. P00013) by the same amount. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Stormwater Capital Projects Fund, by increasing estimated receipts and appropriations in the Minor Neighborhood Drainage Improvements programmable project (City Project No. P00044) in the amount of $400,000.00 and decreasing estimated receipts and appropriations in the Geographic information Systems (GIS) Data Management programmable project (City Project No. P00013) by the same amount; and 2. Amend the Fiscal Years 2025-2029 Capital Improvement Program. DISCUSSION: This Mayor and Council Communication (M&C) will transfer Stormwater funding from the Geographic Information Systems (GIS) Data Management programmable project (City Project No. P00013) to the Minor Drainage Improvements programmable project (City Project No. P00044) to provide more funding forthe concrete and channel rehabilitation programs. The Stormwater Capital Improvement Program allocated $775,000.00 to the GIS Data Management project in Fiscal Year (FY) 2024 for stormwater data and technology -associated work efforts, however, the expenditure of funding was delayed due to significant staff turnover in 2024. Due to the build-up of funding in the GIS Data Management project, $400,000.00 will be reappropriated to the Minor Neighborhood Drainage Improvements project to provide for higher material costs for the Stormwater Field Operations concrete and channel restoration programs. The funds will be utilized for purchasing materials such as concrete, rockiFlex base, pipes, seed, rock, erosion control blankets, and hydra mulch. The remaining budget in the GiS Data Management project of $893,577.24 will be fully appropriated and encumbered during FY2026 to cover work associated with modernizing and redesigning the Stormwater GIS database, entering a backlog of newly constructed capital project drainage assets and infrastructure into GIS, and creating stormwater dashboards to better communicate and manage assets. Additionally, funding will be used to purchase and populate new asset management software to improve asset management and resource programming by incorporating condition assessment information with lifecycle costing and capital and maintenance scenario planning. Funding is available for appropriation in the GIS Data Management programmable project within the Stormwater Capital Projects Fund for the purpose of funding the Minor Neighborhood Drainage Improvement programmable project. This project is located in ALL COUNCIL DISTRICTS. A Form 1295 is not required because. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION ! CERTIFICATION: The Director of Finance certifies that funds are currently available in the GIS Data Mgmt programmable project within the Stormwater Capital Projects Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Stormwater Capital Projects Fund for the Minor Neighborhood Drainage Im programmable project. Prior to an expenditure being incurred, the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
