HomeMy WebLinkAboutOrdinance 27426-01-2025Ordinance No. 27426-01-2025 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL DONATIONS LTD FUND, IN THE AMOUNT OF $750,000.00, FROM CONTRIBUTIONS FROM OTHERS, FOR THE PURPOSE OF FUNDING CODE COMPLIANCE DONATIONS PROJECT (CITY PROJECT NO. S00174); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Donations LTD Fund, in the amount of $750,000.00, from Contributions from Others, for the purpose of funding Code Compliance Donations project (City Project No. S00174). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Goodall City Secretary City of Fort Worth, Texas Mayor and Council Communication DATE: 01/28/25 M&C FILE NUMBER: M&C 25-0091 LOG NAME: 23APPROPRIATION OF ANIMAL DONATIONS SUBJECT (ALL) Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Special Donations LTD Fund in the Amount of $750,000.00 from Contributions from Others for the Purpose of Funding the Code Compliance Donations Project RECOMMENDATION: It is recommended that the City Council adopt the attached ordinance increasing estimated receipts and appropriations in the Special Donations LTD Fund, in the amount of $750,000.00 from Contributions from Others, for the purpose of funding Code Compliance Donations project (City Project No. S00174). DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to appropriate funding in the Special Donations LTD Fund from the Code Compliance Donations project (City Project No. S00174) to support shelter maintenance and enhance the welfare of animals under the City's custody. The funds in the Code Compliance Donations project are restricted for Code Compliance use. These donations are classified as general support and will be applied toward unbudgeted needs as prioritized by the department, including but not limited to the uses described below: Equipment - Adequate equipment is crucial for ensuring the shelter operates efficiently and animals receive appropriate care • Essential Equipment - Funds will be used to purchase kennels, cleaning tools, and mobile care units necessary for daily shelter operations • Medical Equipment -Purchase and installation of medical equipment for a mobile spaylneuter and vaccination trailer, allowing the shelter to provide services directly in the community. This mobile unit will be used for community support, helping reduce shelter intake and improving animal health by offering essential services on -site. Medical Care and Wellness - Providing medical care is essential to maintain the health and adoptability of the animals in our care • Vetemary Care - Vaccinations, Spay/Neuter Surgeries, and Treatment for routine illnesses as well as support for select specialty treatment • Medical Supplies -Medications, Instruments, and Diagnostic Tools Temporary Labor for Shelter Operations - Temporary staff ensures consistent animal care during high -intake periods or staff shortages • Addressing High Intake - Hiring temporary workers during busy periods to assist with increased intake; care and cleaning • Managing Staff Shortages - Filling unaddressed vacancies related to the increase of animals or covering long-term absences to ensure continuity in care • Veterinary Assistance -Adding temporary veterinarians and veterinary technicians to assist with surgeries and medical care Intake Diversion - Preventing animal surrender helps reduce overcrowding and keeps animals in their homes • Support for Spay Neuter Network -An organization that supports keeping pets with their families by providing access to medical care, pet deposits, behavior modifications and other needed resources to pet owners • Behavioral Support -Offering pet owners access to certified pet trainers to manage behavior concerns • Temporary Boarding - Offering short-term boarding options for owners in temporary crisis, keeping pets with their families Enrichment and Comfort for Animals - Providing mental and physical stimulation helps reduce stress and increases adoptability • Enrichment Activities -Purchasing toys, puzzles, and interactive equipment to keep animals mentally stimulated • Play Areas -Creating spaces for exercise and socialization, improving animals` physical and mental health • Stress Reduction - Implementing programs that engage animals and reduce anxiety Adoption and Community Events - Increasing visibility of adoptable pets helps alleviate overcrowding and increases the presence of the animal shelter in our community • Adoption Events - Organizing events to introduce adoptable pets to potential families • Partnerships with Local Businesses - Collaborating with businesses to sponsor or host adoption events, increasing visibility • Marketing Campaigns - Launching campaigns to promote adoption, engaging' local media and online platforms • Public Engagement - Involving the community through volunteer opportunities, fostering programs, and shelter tours Public Education -- Sharing information with our community to reduce surrenders, and increase community knowledge • Workshops and Training - Offering educational workshops on pet care, spaying/neutering, and other animal welfare initiatives • Digital and Print Materials - Producing brochures, flyers, videos, and online resources to reach a wider audience • Marketing and Advertisement - Funding for billboard advertisements and social media campaigns to promote spaying/neutering, vaccinations, and pet care. These campaigns will raise awareness on critical services and increase public engagement in animal welfare initiatives Funding is budgeted in the Special Donations LTD Fund for Code Compliance Department for the purpose of funding Code Compliance Animal Welfare needs. The current available balance of Animal Shelter donations is $ 1,458,300. The remaining balance of $708,300 will be used after these appropriations have been utilized. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION ! CERTIFICATION: The Director of Finance certifies funds are currently available in the Code Compliance Donations project within the Special Donations LTD Fund and upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the Special Donations LTD Fund for the Code Compliance Donations project.
