A list of applications for projects on file for Meacham Airport with the Federal Aviation Administration (FAA), and II. Staff's comments on the list of priorities as outlined in the June 14, 1993 letter to Councilman Jim Lane from the Meacham Field Tenant's Association, and III. A priority list of staff recommendations for improvements to Meacham Airport, and IV. A list of ways to increase revenue to the Airport Fund, and V. An update on past use of the revenue from the sale of Greater Southwest International Airport (GSIA) and the possible uses of future revenue. The following information is provided in response to the City Council's request: I. LIST OF MEACHAM AIRPORT PRE-APPLICATIONS ON FILE WITH THE FAA AS OF JUNE 30, 1'993 PROJECT. 1. Reconstruction of Taxiways "K' and "Q" Date Submitted to FAA June 19, 1992 Project Cost $ 66,500.00 — FAA $ 59,584.00 — city 10% 6,654.00 $9,210.00 spent for design. Dedicate all revenues produced by Meacham Airport to the Department of Aviation Operating Fund. Other revenue sources... STAFF COMMENTS: City Council Policy Decision. Staff does not recommend that this be done. Other revenue sources should be explored, see IV of this report. The operation of both Spinks and Meacham Airports are under the overall management of the Director of Airport Systems. As a result of the management agreement at Alliance Airport with Pinnacle Air Services, the City will not have to expend City funds for the operation of Alliance. The use of funds from the sale of GSIA is explained in section V of this report. 2. Provide adequate personnel and equipment to maintain Meacham Airport. STAFF COMMENTS: A. Personnel Meacham Airfield Maintenance is staffed by six (6) full-time personnel (this includes one (1) master electrician). Three (3) temporary staff are utilized during the six months April through September. Meacham Building Maintenance is staffed by four (4) personnel on rotating shifts responsible for the Meacham building and outdoor landscaping for the Meacham Terminal, the FAA Automated Flight Service Station facilit Hangar 5 North. Initiate Phase II of the Meacham Airport Master Plan. STAFF COMMENTS: At the present time,our most critical needs are to address the maintenance,reconstruction, and rehabilitation of the airfield. Using local matching funds to focus on improvements to the airport infrastructure is more important and of a higher priority at this time. It would be more appropriate to fund air side maintenance requirements before spending any additional monies on the MasterPlan. A probable date to fund Phase 11 of the Master Plan would be in FY 95/96. 5. Maintain Runway 16L/34R. STAFF COMMENTS: The City will perform approximately $35,000.00 on joint repairs this year. A consultant has been selecteii'to design the reconstruction of the runway and add shoulders. Additionally, inspection and work on the storm dminage system will be performed this fiscal year. A pre-application for FAA funding has been on file since 1991. 6. Reconstruct Runway 16R/35L, Taxiways "E" and foul$. STAFF COMMENTS: The engineering consultant will complete the final plans and specifications in three weeks. Subsequently, they will be reviewed by the City Department of Engineering. The FAA has this project high on their funding list for this FY and will fund as soon as funds are available. Advertisement for bids will occur upon securing an FAA grant. 7. Obtain an ILS for Runway 34R. STAFF COMMENTS: The ILS is currently in the FAA/FE program for FY 94 funding. Once funded, the availability of equipment will dictate when the ILS will become operational. The latest projections from the FAA will have the second ILS operational by no later than early 1996. After FY 94 funding, we will work closely with the FAA to have it installed in either 1994 or sometime in 1995. 8. Develop a marketing program. STAFF COMMENTS: We are currently working on promotional materials to use in our marketing efforts. Give Meacham an overall face lift. STAFF COMMENTS: In November 1992,the airport began an on-going beautification program of landscaping,grounds maintenance and work inside the terminal building. Staff will continue to work the public areas within available funding. Staff is also working with other City departments to insure that Main Street areas are maintained. Tenants are required by their leases to maintain their leased areas. 10. Retain the Department of Aviation (DOA) Runway Sweeper. STAFF COMMENTS: The runway sweeper is permanently located at Meacham and will-be retained here to support the Meacham aiid Spinks Airports. 11. Extend Long Term Leases. STAFF COMMENTS: It would be inappropriate to extend the leases based upon the argument that the airport has not been properly maintained. The fact is that all areas of the airport have remained open throughout the years. During this year, 26,000 LF of crack sealing the main taxiways was completed this year, and engineering companies are being selected to design rehabilitation projects for the near future. Some leased areas have deteriorated more so than the public areas. The leases and the airport minimum standards require the leased areas to be maintained. 12. Reconstruct portions of Taxiway Kilo ("K"). STAFF COMMENTS: This work will be advertised shortly using DOA operating funds. Work will include the replacement of concrete sections in the area and joint sealing. 13. Enterprise zone. STAFF COMMENTS: City Council Decision. 14. Resurface Main Street. STAFF COMMENTS: The City has completed the overlay of Main Street from 14th Street to 23rd Street. The design work for the reconstruction portion of the project has been completed. We are now waiting for utility clearance. It is the City's desire to coordinate this project with the EDA project for two reasons. One reason is for the possible consideration for the local match'with the EDA grant and second is not to have construction equipment required for the EDA project to be running over newly constructed Main Street. Mitigate noise impacted neighbors. STAFF COMMENTS: The City Council has approved the FAA Part 150 Noise Study for the Meacham Airport. This study identifies alternatives to mitigate the noise problems. Once the FAA has reviewed and approved the study, the City may apply for funds to implement the recommended alternatives. Assume management responsibilities for currently leased facilities when leases expire, then sub-lease directly to current occupants of facility. 4. Most of the land on the airport is leased to the fixed base operators (FBO). The FBO's have built hangars on their leased property and subleased them to their tenants. V. USE OF THE REVENUE FROM THE SALE OF THE GREATER SOUTHWEST INTERNATIONAL AIRPORT (GSIA) On May 8, 1979,the City Council approved M&C G-4167 which established the following four priorities for the use of funds from the sale of GSIA. 1. Resolve all appropriate claims of the federal government as to use of proceeds; 2. First additional proceeds (after federal claims) go into a fund to defease any outstanding revenue bonds ($3,865,000.00 as of April 30, 1979); 3. Next additional proceeds repay General Fund advances ($10,635,382.00 to the Airport Fund) to be placed in the Capital Projects Reserve Account); 4. Any additional proceeds go into Capital Projects Reserve Account and be earmarked specifically for future airport improvements. The City has fulfilled the first two priorities in the following manner: First Priority Resolve Federal Government Claims, reference attached letter from FAA dated May 2, 1984. The Second Priority, "Defease any outstanding revenue bonds ($3,8965,000.00 as of April 30, 1979)was fulfilled when the bonds were defeased. The third priority required the repayment to the General Fund for the advances to the Airport Fund which totaled $10,635,382 on May 8, 1979. Since that date, the General Fund has advanced the Airport Fund an additional $2,693,000 for a total advance of $13,328,382. To date, the General Fund has been reimbursed $3,779,079 from the proceeds of the GSIA sale. All of the remaining GSIA payments,expected to total$6,347,996,may be used to repay the General Fund in accordance to the third priority. A total of$10,107,100 of the GSIA sale proceeds have been used for airport projects. Should the City Council need additional information on this issue, it will be provided upon request. Meacham Field For many years, the tenants and users of Meacham Airport hove asked the City to maintain and improve our Airport so it could continue to serve the DON McMOY commercial and general aviation entities that use the airport. Many of the President,Stricies Jet tenants have charged that the City was allowing Meacham Airport to dete- riorate and that our businesses were being negatively impacted because of Meacham Field the City's neglect. Instead of hiring professional management over the post fifteen years, the City has generally appointed inexperienced City employ- ees to manage Meacham Airport, these actions taken by the City to resolve personnel problems in other departments. Meacham Airport's condition deteriorated. An FAA inspection a couple of years ago agreed and threatened to cut off funding if the City's maintenance of Meacham Airport did not improve. City Manager Bob Terrell even agreed with the tenants when, in Informal Report to City Council Members No. 7709, he states that, "the City's air- ports have experienced deferred maintenance and delayed improve- ments...These actions have hod a negative impact on the operation of the airports." However, Mr. Terrell is quick to recommend that Alliance Airport be given preferential treatment when he states, "Alliance Airport must be maintained at a high enough standard that it will be attractive to businesses...mainte- nance of the Alliance Airport should not be sacrificed even during fight budgets." This discriminatory treatment Meacham Airport has received causes grove concern to Airport tenants, users and the many off-airport businesses that are supported by Meacham Airport. If the City does not take immediate and positive steps to rectify the deteriorating condition of Meacham Airport, the value of the investments made by Meacham's tenants and the City's taxpayers will continue to diminish. WORTH, TEX. lif T I MEACHAM FIELD ASSOCIATION The hiring of Andy Rivera as Director of Airport Systems and the reassignment of Gary Curtis to Meacham Airport are excellent first steps. They both have Meacham Airport's best interests in mind. However, we believe the lack of care the City has given Meacham Airport has been due mainly to the inappropriate direction that the City Manager's office and the City Council have given to the inexperienced previous Airport management. The emphasis from the City has been on spending as little as possible rather than doing what is necessary to protect Meacham Airport as a valuable asset. Therefore, we request that the City aggressively pursue the following extremely urgent items: DEDICATE ALL REVENUE PRODUCED AY MEACHAM AIRPORT TO THE AIRPORTS OPERATING BUDGET- Include the $1.2 million in personal property tax generated by the Airport annually. This will give Meacham Airport credit for the revenue it produces and will fund much needed improvements. We request that this be accomplished in time so that the tax revenue can be included in the City's 93/94 budget. Other revenue sources include 1) leasing grassy areas for haying or other compatible agricul- ture operations, 2) consolidating Spinks management with Meacham Airport 3) reducing manage- ment level positions since Alliance is no longer in the City's airport system and A) transferring funds from the sale of GSIA to Meacham Airport. PROVIDE ADEQUATE PERSONNEL AND EQUIPMENT TO MAINTAIN MEACHAM AIRPORT- It is our understanding that five add_ itional main Wp=e psrsonnel (or equivalent overtime for existing personnel) are necessary to properly provide routine maintenance while continuing the crack sealing program recently initiated. It is clear that the current number of maintenance personnel is inadequate to repair the damage done by years of neglect. We request that the additional personnel be added by June 30, 1993 and that any necessary additional equipment be added by October 31, 1993. BRING ALL TAXIWAYS AND RAMP AREAS UP TO A FIRST CLASS CONDITION - Include tenant leased areas. This will provide a safe and neat operating environment for Meacham Airport's users. By July 30, 1993, the tenants will submit a list of taxiway and romp pavement areas needing rehabilitation. We request that the City complete this work by December 31, 1993. INITIATE PHASE TWO OF THE MEACHAM AIRPORT MASTER PLAN- This is necessary to plan for the future of the main runway and to determine the feasibility of a new parallel runway. A new parallel runway could handle additional demand and serve as a bock up to the main runway. We request that the City initiate Phase Two of the Meacham Airport Master Plan no later than June 30, 1993. MAINTAIN RUNWAY 16L- This runway is the lifeblood of Meacham Airport. This runway is deteriorating, especially near the south end. We ask that, by October 1, 1993, the City implement a comprehensive multi-year mainte- nance program for Runway 16L that will insure that the runway will remain operational until such time as a backup runway can be constructed. RECONSTRUCT RUNWAY 16R - This runway is in such a state of disrepair that it will have to be closed if not reconstructed within a few months. Preferably, this reconstruction should be with concrete that could later serve as a taxiway for a new parallel runway. We request that, no later than June 30, 1993, the City commit to fund and obtain a commitment from the FAA to fund this project during FY 92/93. ,,rN AN ILS FOR RUNWAY 34R- i 1 11 s improvement is necessary for the safety of aircraft operations. The City passed a resolution in 1991, requesting this ILS from the FAA. We request that, no later than June obtain a commitment from the FAA to fund and install this ILS in FY 93/94. 0 ftift NO CITY SECRETARY FT. WORTH, TEX. MEACHAM FIELD ASSOCIATION DEVELOP A MARKETING PROGRAM - Use the Fall 1993 semester MBA students at TCU or North Texas to develop a plan to market Meacham Airport and the services offered by the tenants. This plan should emphasize cooperation between the City and Meacham Airport tenants, and should include a strategy to make our Airport attractive to general aviation, air carrier, charter and air freight operators. GIVE MEACHAM AN OVERALL FACE LIFT- By August 31, 1993, clean the windows of the Terminal building, repair the fascia, and begin to remodel and remove asbestos to increase the occupancy rote and income to the City. Point the exteri- ors of other hangars and buildings as necessary and landscape by November 30, 1993. The ten- ants will submit a detailed list of hangars by July 30, 1993. RETAIN OUR SWEEPER - Provide a dedicated sweeper for Meacham Airport. If used frequently, this sweeper will help to pro- vide a safe environment for the users of our Airport. The City currently owns such a sweeper. We request that it stay at Meacham Airport. EXTEND LONG TERM LEASES - Since Meacham Airport has not been properly maintained for over ten years, it is only fair to the ten- ants to replace those lost years with a ten year lease extension for all long term leases, under the same terms and conditions as when the existing leases expire. Include o provision to credit rent for property tax on hangars as in the Page Aviet lease. We request that this be accomplished by August 31, 1993. RECONSTRUCT PORTIONS OF TAXIWAY KILO- This area of deteriorating pavement was reported to the City over two years ago. We request that replacement of failing concrete in this area begin no later than July 31, 1993. ENTERPRISE ZONE - To encourage development, we request that the 200 ocre hangar oreo on Meacham Airport be included in the City's Enterprise Zone by August 31, 1993. RESURFACE MAIN STREET- The condition of much of Main Street from downtown to Meacham Airport is deplorable. This is our "front door" and is seen by the majority of business people who fly into and out of Meacham Airport. Bond money for this resurfacing was approved several years ago. We understand the City's desire to leverage the Main Street bond money to provide the City's match for the EDA funds. However, the time that posses allows the condition of Main Street to worsen. We request that the City aggressively pursue EDA approval and, if EDA approval is not imminent by July 31, 1993, we request that the City begin the resurfacing project. We also request that the failing portion of Main Street located adjacent to the Meacham Airport main terminal be repaired no later than July 31, 1993. MITIGATE NOISE IMPACTED NEIGHBORS - The noise study underway has identified churches, schools and residences that are impacted by the aircraft noise at Meacham. Meacham Airport tenants and users wont to be good neighbors with the community. We request that the City proceed with mitigating our noise impacted neighbors, with as little disruption as possible to the local community. Soundproofing and the acquisition of ovigation easements should be the prime method of mitigation. The release executed on December 30, 1982, obligates the city to spend, within 7 years and without Federal participation, the amount of $3.1 million on airport development at the city's airports.
