To the Mayor and Members of the City Council June 29, 1993
Subject:
UPDATE ON ANDERSON LABORATORIES CLOSURE
PROCESS
On March 9, 1993, the City Council approved an agreement with Anderson
Laboratories, Inc. governing the discontinuation of chemical mixing and repackaging
operations at Anderson's facility located at 5901 Fitzhugh. Under the terms of this
agreement, Anderson has until July 1, 1993 to discontinue the mixing and
repackaging operations and remove all hazardous and extremely hazardous materials,
as defined by the Uniform Fire Code adopted by the City, from the property.
Representatives of Anderson Laboratories have recently confirmed that on or before
July 1, 1993, the company will provide the City with a facility closure report
certifying the removal of all hazardous and extremely hazardous materials.
Following review of the closure plan, staff from the Fire Department and the
Department of Environmental Management will schedule an inspection of the facility
to verify the contents of the report. Staff will provide the City Council with a report
on the outcome of this inspection.
As part of the closure process, Anderson Laboratories removed all of the chemicals
from the underground storage tanks. Under Texas Water Commission regulations,
the tanks will have to be removed within 12 months. In addition, all previously
stockpiled contaminated soil from the sewer line break has been removed from the
site.
Mr. Roger Anderson has informed the City of his intention to continue using the
facility for office space and storage of some equipment and empty boxes until a
decision about operations at another location has been made.
If there are any questions, please contact Rick Hay, Director of Environmental
Management 871-8079.
