HomeMy WebLinkAboutIR 7736 r INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 773' r(A,0 �4�faer � To the Mayor and Members of the City Council June 29, 1993 Subject: VILLAGE CREEK WASTEWATER TREATMENT PLANT - INTERIM SLUDGE DISPOSAL - CHANGE ORDER NO. 1 On May 4, 1993 (M&C C-13$12), the City Council authorized an engineering contract for the preparation of a bid package for long-term biosolids (sludge) disposal. Bids are scheduled for advertisement in August 1993, with an anticipated award of contract(s) date in September 1993. The proposed bid package will provide the City with the opportunity to begin decommissioning the sludge drying beds and begin using the plant's sludge- only landfill facility. Provisions will be made for dewatering and disposal of up to 100% of the treatment plant's biosolid production. In addition, the contract will allow the Water Department the option to dispose of up to 30% of the dewatered biosolids with internal forces at the sludge-only landfill site allowing the Water Department to meet the requirements of previously accepted grant funds. At the present time it is planned that the contract documents will be prepared such that awards may be made to separate contractors for three individual contracts as listed: 1. Project I will be for dewatering of biosolids. 2. Project II will be for the conditioning of dewatered biosolids (to meet regulatory requirements) and disposal by land application for beneficial use. 3. Project III will be an interim contract to dewater and dispose of biosolids while facilities are constructed for Projects I and II. Project II is designed to provide the current level of dewatering and disposal services during the estimated eight months required to construct the permanent dewatering and conditioning facilities required at the sludge-only landfill. In order to continue disposing of the biosolids until the three contracts are awarded, the Water Department has requested a Change Order extension of the current biosolids dewatering and disposal contract. This change order is consistent with the established goal of conversion to a long-term sludge disposal process and elimination of the stockpile of sludge in the drying beds over the next five years.
