HomeMy WebLinkAboutIR 7717 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7717 Tt-% To the Mayor and Members of the City Council May 11, 1993 X Subject: 100 YEAR ANNIVERSARY OF THE TEXAS POLICE ASSOCIATION CONFERENCE IN FORT WORTH The Fort Worth Police Department desires to present an official bid to the Texas Police Association for their 1995 summer conference to be held in the City of Fort Worth. March 6, 1895, Chief J. C. Arnold opened the first meeting of the City Marshals and Chiefs of Police Union of Texas in the City Council Chamber of Fort Worth. The Honorable B. B. Paddock, Mayor of our city, welcomed the group of twenty-four who had assembled to discuss relevant law enforcement problems of the time. A program committee sought answers on how to deal with: the youthful offender; professional crooks; burglars; and train robbers, who they sought the death penalty for. Much time was spent in praise of the Fort Worth Police Department lead by Chief James H. Maddox and his force of twenty-two employees. At the time only eighteen of the twenty-four officers were used to patrol an area of six square miles with an estimated population of 35,000. The City Marshals and Chiefs of Police Union continued to meet and evolve into an organization largely devoted to the training and education of police officers from throughout the State of Texas. The organization, now known as the Texas Police Association, is the second oldest professional police organization in the State of Texas. The Fort Worth Police Department has continued the proud association with this group through a myriad of ways. Currently, every member of the Fort Worth Police Department is a member in this organization of approximately 6,000 law enforcement personnel. Several members from our police department have served in various leadership positions with the Texas Police Association during the years. On June 11, 1989, Fort Worth served as host to the Texas Police Association's 90th Annual Conference and Seminar held at the Worthington Hotel. Speakers of national prominence were assembled for the program including the Honorable Richard Thornburgh, then United States Attorney General. The event provided national as well as statewide focus on the City of Fort Worth and the Fort Worth Police Department. OMCIAL RECORD CRY SECRETARY LFT. WORTH, TEX. Windham was installed as Fifth Vice-President of the Texas Police Association. He has worked his way through the state wide chairs of office and is projected to be the President of the organization in 1995 when the group conducts its prestigious 100 year anniversary program. Based on the tremendous success of the 1989 conference, Texas Police Association officials approached the Fort Worth Police Department in hopes that it would serve as the host sight for the 1995 event. There is no doubt that Fort Worth would be a most nostalgic and historical setting for what could prove to be one of the best conferences in the history of the organization. In 1990, while the Texas Police Association met in Amarillo, a resolution was passed expressing strong support from the organization to select Fort Worth as the location for the 1995 conference. However, organization by-laws stipulate that official conference bids must be made before the entire Texas Police Association body assembled in conference two years from the date of the actual program. If Fort Worth is to host the 1995 conference, an official bid must be made during the conference to be conducted at Padre Island, June 5 - 9, 1993. Cursory discussions have been made with several local hotels in order to obtain preliminary rate information and to prepare an effective bid which will assure Fort Worth as the winning sight. With your concurrence and endorsement, the Fort Worth Police Department will submit a formal bid for the 1995 conference. If you desire us to do otherwise, please let me know.
