Central Library Expansion and Cable T.V. Studios Alternatives
for Consideration
Based on direction from the City Council at the Pre-Council meeting of April 20, 1993,
staff has reviewed the alternatives available for roughing-in the second floor of the Central
Library. During our investigation of this proposal, staff also identified three other activities
that the City Council might wish to explore at this time. They are (1) removal of the
pavement and fill in the retail area, (2) removal of the pavement and fill in the expansion
area, and (3) rough-in construction of the first floor.
It is not logical to proceed with the removal of the pavement and fill in either the retail or
expansion area until the construction of the shell is sufficiently completed to protect the
area excavated from rain. However, removal of the pavement is beneficial to the
completion of the second floor rough-in because considerable weight would be removed
from the roof of the existing library and larger placement equipment can be used. If
funding is available for this activity, the Phase I II contractor should be able to accomplish
this work rather easily.
OPL Although we could postpone the Phase III bids to allow for the design of the second floor
system, that would delay the enclosure of the area, thus prolonging the leakage problem.
Additionally, the Construction Manager believes that little if any savings would occur by
having the Phase III contractor do the work, primarily because of differences in
construction trades required. If the second floor were installed, the columns would be
reinforced in the connection area to avoid the difficulty of working in the joist area later.
The remainder of the column, in the first floor and second floor areas would be capable
of supporting three floors. If the Council decided to plan for the full vertical expansion at
the time of the first floor finish out, the columns could be easily reinforced at that time.
Based on the above, Staff has instructed the construction manager and the architect to
include additive alternate bids for removal of the pavement and fill in the retail area and
the expansion area as part of the Phase III Bid Package now to be opened on May 6.
That will provide the City Council with firm bids on which to make a decision. The bidders
for Phase III will be required to guarantee their bids for the two additive alternates for 90
days from the bid opening to allow the City Council time to make a decision and to
arrange for funding.
As to the rough-in construction of the first floor, the construction manager has
recommended that this work should be done in concert with the construction of the
second floor. Thus, if funding can be made available, we recommend that the rough-in
for both floors be included in a separate Phase V construction contract.

Staff also believes that there are sufficient funds in the current Library Bond Fund to allow
the design of the first and second floor to start now. Attached is a copy of an updated
budget that includes the removal of the pavement and fill, and the rough-in construction
of the first and second floors. In addition, attached is a revised construction schedule.
If the City Council would like additional information, it will be furnished upon request.
