The objective of this review was twofold: 1) to explore ways to eliminate confusion among patrons and staff brought about by inconsistencies in rules and procedures as applied throughout the-City's multi-purpose and recreation centers; and 2) to better control incidents of undesirable or illegal behavior in order to enhance patron and staff security. The staff review determined that the inconsistencies in rules and procedures could be addressed with standard rules of conduct and appropriate signage. On March 1, 1993 a total of 110 bilingual signs were installed at all multi-purpose and recreation centers achieving consistency in rules of conduct. The cost of the signage was $1,026. In order to address security, a formal check-in system was developed which would require the issuance of picture identification cards to participants. The identification card system would allow for more effective control of center users and center equipment, assist in acquiring additional user statistical data; and allow for more frequent customer/staff contact, thereby enhancing communications about the facilities, activities and rules of conduct. More effective control would be achieved by requiring check-in with the identification cards, enabling staff to record individual visitors. Cards would also be required for checking out recreational and educational equipment and materials resulting in less theft and abuse. Lastly, additional participant data will enable staff to secure demographic information about users which will assist in program development. In order to operate the program on a breakeven basis, fees in the following amounts and categories would be charged for purchase of the picture identification cards: Age Group Cost/Card 0-5 $ N/A 6-18 $ 1.00 19-61 $ 3.00 62 & over $ 1.00 An annual renewal fee of $1.00 is proposed and the initial purchase cost of $1-3.00 would be charged to replace lost cards. The cost of producing a card is $1.73. Through OP,hl the Housing and Human Services Department's income assistance programs any individual who would be unable to pay for a card could apply for a waiver. These presentations were designed to fully explain the reasons for the program and how it would be administered. The community's response to the ID card program was very favorable. A majority of the groups felt that the program would be effective in helping to improve security and safety at the centers as well as in the adjacent neighborhoods. On March 16, 1993, the Park and Recreation Advisory Board endorsed the staff's recommendation to implement the Identification Card Program under the proposed fee schedule effective June 1, 1993. Unless there are objections from the City Council, a promotional campaign for the new program will be initiated on May 1, 1993.
