AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR
2026 GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL
JUSTICE DIVISION, VICTIMS OF CRIME ACT GRANT AND MAKE ASSURANCES
REQUIRED BY THE OFFICE OF THE GOVERNOR
WHEREAS, the Office of the Governor funds law enforcement grant projects throughout the
state; and
WHEREAS, February 13, 2025 is the deadline to submit applications for Fiscal Year 2026 for the
Victims of Crime Act Grant; and
WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the
citizens of Fort Worth to utilize grant funds from the Office of the Governor for the Fort Worth Police
Department in accordance with the permitted uses of the funds under the respective grant; and
WHEREAS, the Office of the Governor grant requirements include authorization of application
by the governing body of the applicant and passage of a Resolution by the City Council containing certain
assurances; and
WHEREAS, further council action will be required for the appropriation of funds for these grants
at a later
date.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS, THAT:
l . The City Council authorizes application for, and acceptance, if awarded, of the following Fiscal
Year 2026 grant from the Office of the Governor, Criminal Justice Division;
2. The City Council designates the City Manager, through the Assistant City Manager for Police, to
apply for, accept, reject, alter, or terminate each listed grant on behalf of the City;
3. If matching funds are required, the City assures that all matching funds will be provided; and
4. In the event of loss or misuse of the Office of the Governor grant funds, the City assures that the
funds will be returned to the Office of the Governor in full.

Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Grant Operating Federal Fund, in an Amount Up to
$141,000.00, and Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Grant Operating Federal Fund, in an
Amount Up to $35,300.00 for Grant Match, as a Transfer from the Crime Control Prevention District that is Included in the Fiscal Year 2026 Budget
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for, and authorize acceptance of, if awarded, the Fiscal Year 2026 Victims of Crime Act Grant from the Office of the
Governor, Criminal Justice Division, in an amount up to $176,300.00;
2. Authorize the execution of a grant agreement with the Office of the Govemor, Criminal Justice Division for the Fiscal Year 2026 Victims of
Crime Act Grant;
3. Adopt the attached resolution to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division;
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in
an amount up to $141,000.00 subject to award and receipt of grant funds for the purpose of providing services and assistance to victims of
crime; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, in an
amount up to $35,300.00 for grant match, as a transfer from the Crime Control Prevention District that is included in the Fiscal Year 2026
budget for the purpose of providing services and assistance to victims of crime.
DISCUSSION:
The purpose of the Fiscal Year 2026 Office of the Governor (OOG), Criminal Justice Division (CJD), Victims of Crime Act (VOCA) Grant is to
provide services and assistance to victims of crime, to aid in their recovery and to help navigate through the criminal justice process. if awarded,
the grant will continue to fund salary and fringe for two positions in the Fort Worth Police Department's Victim Assistance Unit (one Victim
Assistance Specialist and one High -Risk Family Violence Specialist). The grant period for this award is from 10/01/2025 to 09/3012026. The
positions in this grant have been funded since Fiscal Year 2017. If this grant were not to be awarded, the Police Department will need to either
identify another source of funds or terminate these positions.
The overall goal of the Fiscal Year 2026 OOG, CJD, VOCA Grant is to aid in reducing the trauma experienced by crime victims. This is achieved
by providing efficient and comprehensive advocacy services for all victims of violent crimes and by conducting outreach and education to victims of
family violence who are exhibiting high -risk factors. Through these services, the intent is to reduce repeat victimization and intimate partner
homicide.
The total proposed direct program amount for Fiscal Year 2026 is $176,300.00, which includes $35,300.00 in match funds. There is a 20% match
requirement. Matching funds will be provided through the Fiscal Year 2026 Crime Prevention Control District budgeting process.
Indirect costs are allowed and will be accepted at the current rate of 3.51 %. This is a reimbursement grant. The Grant Application Tracking Number
is GRNT APPL-0000000112.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL_ INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
