X Subject: COMPREHENSIVE ENVIRONMENTAL PROTECTION AND
1873 COMPLIANCE ORDINANCE
In 1993, the City of Fort Worth began the challenging task of preparing and implementing a
comprehensive Environmental Protection and Compliance Ordinance. The purpose of this
proposed ordinance was not to create an additional bureaucracy for the business and private
communities of Fort Worth but to create a more "user friendly" document within the City code.
As designed, the Environmental Protection and Compliance ordinance assembled all the sections
within the current City code which are environmentally related and placed them into one chapter.
As a result, instead of having to review several chapters of the code for an appropriate
reference, all environmentally related aspects of City operation will be contained within one
chapter.
A first draft of the code was submitted to department heads and City staff for review. So many
comments concerning format, inappropriateness of codes and the revision of outdated code
language were received that a complete rewrite was necessary. Additionally, with the
implementation of the amendments to the Clean Air and Water Acts complete rewrites of these
sections were justified also. Early in 1995, the first updated draft was submitted to department
heads more directly impacted by this ordinance. Following several minor revisions, this draft
is ready for public comment.
It is the intention of the City to submit this proposed ordinance to the public.on May 22, 1995
and allow between 60 to 75 days for the receipt of written comments. Within this time period,
the City also plans on an open forum "town hall" type meetings to accept oral comments on this
proposal. Final update and comments should be incorporated and final copy submitted to
Council for approval within 45 days. The proposed ordinance is approximately 210 pages in
length. In the spirit of conservation, the City is going to attempt to provide electronic copies
of the ordinance to interested persons. For persons without access to a personal computer, hard
copies will be made available.
