HomeMy WebLinkAboutIR 7913 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7913 T May 2, 1995 To the Mayor and Members of the City Council X Subject: TRINITY BOULEVARD - WEST OF BEDFORD-ARLINGTON ROAD 1873 TO FM 157 The construction of Trinity Boulevard from west of Bedford-Arlington Road to FM 157 was originally included in TxDOT's Principal Arterial Street System (PASS) Program. With approval of the ISTEA legislation, the State eliminated the PASS Program but committed to build PASS projects that had been previously approved under Minute Orders. On October 25, 1994, City Council approved a new Minute Order for this project which, among other things, capped the State's contribution to the project. This Minute Order is now operative. Recent discussions with Mr. Bill Riley, Project Manager to TxDOT's in-house design team indicated that TxDOT will design the project themselves and not use a private consultant. They are now in the process of developing displays which will be presented to the public at a July or August, 1995 public meeting. These displays show the tentative alignment of the proposed roadway, properties affected and general impact on the neighborhood. Currently, plans call for a divided roadway facility, with grass median, within a 120' right-of-way meeting City requirements for a Major Arterial Roadway. A grade separation is planned over the Railtran tracks, Greenbelt Road, and Walker Branch. Otherwise, the new roadway would generally be at ground level. All intersecting streets will be connected to the new road. Although TxDOT intends to utilize right-of-way previously acquired by the City of Fort Worth for much of the length of the project, extensive right-of-way will still be required. Due to the complexity of the project and impact on sensitive environmental areas, a full Environmental Impact Statement (EIS) will be required. Mr. Riley indicated that once the EIS is approved, a public hearing will be held to solicit further public input. This hearing should be held in the Fall, 1996. Once all citizen concerns are addressed and included as part of the EIS, right-of-way acquisition can begin. Right-of-way acquisition and completion of the plans should take approximately eighteen months. A Spring, 1998 constru-ction letting date for the project is TxDOT's optimistic but best guess at this point in time. OFFICIAL RECORD CRY SECKTARY FT. WORNP 181. Construction is estimated to.require approximately eighteen months. If additional information is required, Staff will be happy to furnish it upon request.
