The Personnel Department has proposed to enact a policy providing for additional
compensation for those employees who are called upon to use their bilingual skills to assist
co-workers or citizens transacting business with the city.
The Health Department, Municipal Court Services, Personnel, Water Customer Service,
Parks and Community Services, Library and most other city departments have occasions
arise where bilingual skills are needed. This policy will compensate those employees who
are called upon to use their bilingual skills on the job.
The "Assignment Pay" policy revisions were included among the packet of proposed
Personnel regulation revisions submitted to the Council in late February. The Personnel
Regulations Review Committee and the City Manager's Office had reviewed the packet prior
to its submittal to the City Council. On March 23, 1995, the Employee Insurance and
Benefits Advisory Committee will examine and review the proposed revisions.
To date, Police Officers with verbal bilingual skills have been paid at a rate of $25.00 per
month for the use of their verbal bilingual skills during the performance of their job duties.
Currently 17 non-Civil Service and 25 Civil Service employees in the Police Department are
receiving bilingual pay ($1,050 per month total).
The City of Fort Worth has had an assignment pay policy for Police Officers since April
1987. City employees other than Police Officers are frequently called upon to use their
bilingual skills on the job. These employees have not been compensated for these skills.
The proposed policy, "Assignment Pay", provides for compensating those employees who
are called upon to use their bilingual skills on the job. Department managers will designate
the employees in their departments who will be eligible to receive assignment pay.
This new policy will increase the rate of compensation for using verbal skills from $25.00
to $50.00 per month. Furthermore, employees who are called upon to use their verbal and
written skills and who translate written material will be compensated at a rate of $75.00 per
month.
