AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROJECTS FUND
IN THE AMOUNT OF $216,500.00, TRANSFERRED FROM AVAILABLE
PAYGO FUNDS IN THE WATER AND SEWER FUND, FOR THE PURPOSE OF
FUNDING THE NSII 24" WTM EXTENSION NORTHLAKE PROJECT (CITY
PROJECT NO. 103968); PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts a] located to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water
and Sewer Capital Projects Fund in the amount of $216,500.00, transferred from available PayGO funds in
the Water and Sewer Fund, for the purpose of funding the NS1124" WTM Extension Northlake project (City
Project No. 103968).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent j urisdiction, such decision, opinion or j udgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the
Water and Sewer Capital Projects Fund in the amount of $216,500.00, transferred from available PayGo funds within the Water and Sewer Fund,
for the purpose of funding the NSII 24" WTM Extension Northlake project (City Project No. 103968) and to effect a portion of Water's contribution to
the Fiscal Years 2025-2029 Capital Improvement Program,
DISCUSSION:
On January 10, 2023, Mayor and Council Communication (M&C 23-0047), the City Council authorized Amendment No. 1 to the wholesale water
contract with the Town of Northlake (City Secretary Contract No. 41103) for increased capacity and an additional meter station with Fort Worth's
cost participation for design, survey, and easement acquisition cost. The amendment provided for improvements to the Northside 11 water system
with the installation of a new 24-inch Water Main. As part of the amendment, the Town of Northlake was to design/receive bids for construction of
the Northside II 24" Water Main Phase I extension (Exten) and for Fort Worth to provide construction inspection services. Northlake has received
bids on the project and will be awarding a construction contract in the near future. Upon completion and acceptance of the project, the water main
asset will be owned by Fort Worth.
The additional appropriation in this M&C will provide the necessary costs for staff management, inspection and material testing services that are
necessary during construction.
It is the practice of the Water Department to appropriate its CIP plan throughout the Fiscal Year (FY), instead of within the annual budget ordinance,
as projects commence, additional funding needs are identified, and to comply with bond covenants. The actions in the M&C will appropriate funds
in support of the Water's portion of the City of Fort Worth's Fiscal Years 2025-2029 Capital Improvement Program, as follows:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Water & Sewer Fund and upon adoption of the attached appropriation
ordinance, funds will be available in the W&S Capital Projects Fund forthe NSII 24 WTM Exten. Northlake project. Prior to any expenditure being
incurred, the Water Department has the responsibility to validate the availability of funds.
