HomeMy WebLinkAboutOrdinance 27479-02-2025Ordinance No. 27479-02-2025 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE MUNICIPAL GOLF FUND, IN THE AMOUNT OF $375,000.00, FROM AVAILABLE FUND BALANCE, FOR THE PURPOSE OF TRANSFERRING TO THE GENERAL CAPITAL PROJECTS FUND, FOR THE PURPOSE OF FUNDING THE GOLF IMPROVEMENTS PROGRAMMABLE PROJECT (CITY PROJECT NO. P00096); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALANG ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Municipal Golf Fund in the amount of $375,000.00, from available fund balance, for the purpose of transferring to the General Capital Projects Fund, for the purpose of funding the golf improvements programmable project (City Project No. P00096). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize execution of an engineering agreement with Baird, Hampton & Brown, Inc., in the amount of $325,350.00, for the design and preparation of construction documents for the Pecan Valley Golf Course Bridge Replacement; 2. Adoptthe attached appropriation ordinance, increasing estimated receipts and appropriations in the Municipal Golf Fund in the amount of $375,000.00, from available fund balance, forthe purpose of transferring to the General Capital Projects Fund forthe purpose of funding the Golf Improvements Programmable project (City Project No. P00096); 3. Adopt the attached appropriation ordinance, increasing estimated receipts and appropriations in the General Capital Projects Fund in the amount of $375,000.00, transferred from the Municipal Golf fund for the purpose of funding the Golf Improvements Programmable project (City Project No. P00096); and 4. Amend the Fiscal Year 2025 adopted budget and Fiscal Years 2025-2029 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize execution of an engineering services agreement with Baird, Hampton & Brown, Inc., in the amount of $325,350.00 for the design and preparation of construction documents for the Pecan Valley Golf Course Bridge Replacement. Pecan Valley Golf Course is a 36-hole golf course on a 461-acre site located in southwest Fort Worth. It was established in 1963, the course is a poplular destination for golfers. In January 2024, a severe winter storm caused significant structural damage to the wing wall (abutment) of the bridge located between the 15th and 18th holes of the Pecan Valley River Course. As a result, the bridge was closed, and all golf cart and pedestrian traffic was redirected to an alternate route. This closure necessitated a slight course rerouting, and hole 15 was changed from a Par 4 to a Par 3. The Business Equity Division placed a 12.15% business equity goal on this solicitation contract. Baird, Hampton & Brown, Inc., will be exceeding the goal at 17%, meeting the City's Business Equity Ordinance. Any changes in subcontractors will be reviewed by the Business Equity Division. Pecan Valley Golf Course is located in COUNCIL DISTRICT 3. FISCAL INFORMATION I CERTIFICATION: The Director of Finance certifies that funds are currently available in fund balance within the Municipal Golf Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the General Capital Projects Fund forthe Golf Improvements Programmable projet. Prior to any expenditure being incurred, the Park & Recreation Department has the responsibility to validate the availability of funds. Submitted for City Managers Office .
