HomeMy WebLinkAboutIR 7879 ` INF9RMAL REPORT TO CITY COUNCIL MEMBERS No. 7879 ;V0_01?71"'.-1 To the Mayor and Members of the City Council December 6, 1994 ,oil ADA Status Update Requirements of -the Law The Americans With Disabilities Act (ADA) of 1990 is a broad federal civil rights law enforced by the Department of Justice and the Equal Employment Opportunity Commission (EEOC) . It mandates that cities make their programs, policies and employment practices accessible to people with disabilities by addressing structural and communication barriers. The City Council approved the federally mandated City of Fort Worth Transition Plan, addressing structural changes on July 21, 1992, and the Self Evaluation Plan, addressing policy, employment and communication areas, by the regulatory deadline of January 26, 1993. The law requires all structural changes identified in the Transition Plan be completed by January 26, 1995. Citizen Involvement The City's approach to establishing and implementing both the Transition Plan and Self Evaluation Plan has taken advantage of the vast amount of interest and expertise of the disability community and the agencies which serve it. Citizen involvement has included: training our employees who performed the initial facility surveys; assisting in the surveys and performing quality checks; and participating in at least monthly meetings for two years with staff to implement thb Transition Plan. Citizen volunteers also have helped train staff and have participated in focus groups. Accomplishments to Date When the City Council approved the Transition Plan in July 1992, $1,000,000 was set aside to begin implementation. A total of $3,000,000 was estimated in 1992 for full compliance prior to the hiring of architects and securing of estimates. To date $2,000,000 has been spent, encumbered, or committed as indicated in the attached ADA budget summary. Work completed or in progress * 660 curb cuts have been installed or are in the contract approval process * 103 city parking lots restriped and signed for accessibility * 52 restrooms renovated in 26 buildings * 2, 853 ADA format engraved signs and 282 aluminum parking lot signs produced And installed -ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS ~ ` INFO I RMAL REPORT TO CITY COUNCIL MEMBERS No. 7879 ;1_5_0 7 To the Mayor and Members of the City Council December 6, 1994 (wittX0 Subject: ADA Status Update Page 2 of 3 29 TTY/TDD1s (text telephone for the deaf and speech impaired) purchased; 9 of these are public pay TDD/TTY's A braille embosser was purchased and placed in the Word Processing Division for city wide use; $138, 000 of high and low tech equipment i.e. Computer Dynix upgrade, Closed Caption decoders, magnifying glasses, bookstands, adjustable tables, etc. for the Library Dept. have been purchased Assistive listening devices (equipment to address communication barriers) were purchased for Will Rogers Memorial Complex, the Botanic Garden Conservatory, the Fort Worth Public Library, the Municipal Courts, and City Hall for a cost of approximately $26,000 The Public Safety Building (PSB) had a new stair lift installed; the second floor courtroom is now accessible; the concrete driveway at the back of the PSB has been replaced 1800 City employees trained in the ADA and disability awareness; 60 employees in Municipal Court to be trained within the next two weeks Work Still to be Completed Most of the remaining City facilities needing structural changes are in six contracts which will all be in the advertisement, bidding, or council approval process by the statuatory deadline of January 26, 1995. Funding History and Proposed Strategy on July 21, 1992, the City Council approved the transfer of $1,000, 000 from the Capital Projects Reserve Fund to the Specially Funded Capital Projects fund to pay for expenses associated with the implementation of the City of Fort Worth's Transition Plan. On April 19, 1994 the Council transferred an additional $499,200 to finance ADA related projects during the second and third quarters of FY 1993-94. On September 20, 1994 , $569, 900 was transferred from the Capital Projects Reserve Fund for use during the first quarter of the 1994-95 fiscal year. Funds have been transf erred on an as-needed basis since that time. Last year, 1,068,000 persons visited the zoo. As part of complying with the City of Fort Worth ADA Transition Plan, Federico and Associates, one of the two City-hired architectural firms was assigned to assess access at the zoo. It quickly became apparent that while restroom facilities were inadequate throughout, the largest problem at the zoo was pathways. These older pathways predate the transfer of Zoo management by the City of Fort Worth to the Zoo Association. New boardwalks installed by the Zoo Association since i.e. , before zoo management was transferred to the Zoo Association generally meet the guidelines. However, large areas of the pre-existing circulation route are deemed inaccessible. A civil engineer was consulted and then a cost estimator to gain specificity of pathway solutions and costs. While bids will be opened on Thursday, December 8, 1994, it is estimated that the City's portion of remedial costs will be $585 000. The Zoo's costs for landscaping, program access, and removal of. barriers associated with improvements since assuming Zoo management is s estimated at a cost of $70,000. The Zoo Association installation of major boardwalks has helped avoid even greater pathway costs than are now anticipated. A great deal of input and review has been provided by persons with disabilities on the Access Subcommittee of the Mayor's Committee on Persons with Disabilities. The Zoo plan will be presented to the City Council for review at its work session on December 6, 1994. A summary of the $2,000,000 ADA budget allocation to date and a chronology of Council presentations and actions on the ADA are attached. If the City Council desires additional information, it will be provided upon request.
