HomeMy WebLinkAboutIR 7877 INFORMAL REPORT TO CITY '-jUNCIL MEMBERS No. 7877 0 To the Mayor and Members of the City Council 56 Subject: LOCAL SOLID WASTE MANAGEMENT PLANNING PROCESS STATUTORY REQUIREMENTS The Comprehensive Municipal Solid Waste Management, Resource Recovery, and Conservation Act requires the development of regional and local solid waste management plans. The Regional Solid Waste Management Plan for North Central Texas is currently being reviewed by Texas Natural Resources Conservation-Commission staff and is expected to be submitted to Commissioners this month for adoption. The Act requires that local governments develop local plans that conform to the adopted regional solid waste management plan covering the area in which they are located. LOCALISSUES In recent years the City has undertaken a number of solid waste management initiatives. Residential recycling collection was initiated in October 1992. Participation has been good, but the program affects only a relatively small portion of the waste stream. Recently, with funding assistance from TNRCC, projects and studies were conducted on separate yard waste collection and centralized composting,; backyard composting; and Or` volume-based billing for residential customers, With increasing amounts of solid waste being generated as growth occurs, more demand is being placed on area landfills. Disposal capacity is decreasing. Disposal costs will continue to increase because of the enhanced operational requirements associated with Federal and State regulations and the difficulty is siting and developing new disposal facilities. When a contract was recently let for treatment and disposal of City sludge, much of the discussion centered on composting as a,preferred method of beneficial reuse. During the past two years, three successful household hazardous waste collection events have been held, the latest of which involved participation from a number of surrounding communities. -WHY A LOCAL PLAN NOW? It is staff's opinion that the City should proceed with efforts to study these issues and others and develop a comprehensive local solid waste management plan to assess where the City is currently; identify future needs; evaluate options; establish long-term goals and objectives; and develop strategies and an action plan to achieve them. The reason for developing a plan now is that the process to relet the solid waste and recycling contracts should begin in mid-1996. Although the City derives benefits from contracting out its solid waste and recycling collection, it is difficult to initiate changes in services and service levels in the midst of a multi-year contract. Decisions about services and service levels should be determined prior to initiating that process so that the strategies and actions identified in the local solid waste management plan can be,,.,—,— reflected in the City's request for proposals. To the Mayor and Members of the City Council November 22, 1994 Page 2 of 3 Subject: LOCAL SOLID WASTE MANAGEMENT PLANNING PROCESS THE LOCAL PLAN Subchapter 0 of the Municipal Solid Waste Management Regulations provides the guidelines for the development of local solid waste management plans, It specifies the required and recommended content of local plans, provides for coordination with other programs and public participation, and establishes criteda for local plan submission to the TNRCC for approval. The local plan should address specific short term (1-5 years) intermediate (6-10 years) and long-range (11-20 years) problems and actions. It should consider, where appropriate, residential, commercial, institutional, and recreational waste; municipal sludges; and hazardous waste. To the extent economically and technologically feasible, management methods for solid waste, from the most preferred to the least preferred, should be (1) source reduction and minimization of waste; (2) reuse or recycling of waste; (3) treatment to destroy or reprocess waste for energy or resource recovery; and (4) land disposal. PUBLIC PARTICIPATION A Citizens Advisory Committee (CAC) comprised of thirteen individuals representing a wide range of community interests will work with the consultant and staff to develop the local solid waste management plan. It is planned that CAC meetings will begin in January and the CAC will finish its work in September when the plan will be submitted to the City Council for review and approval. One of the first tasks of the CAC will be to inform the public of its efforts and solicit public comment before goals and objectives have been finalized. It is planned that the CAC will make periodic presentations to the City Council to provide the status of the plan's development and initial findings. CONSULTANT SERVICES It is proposed that HDR Engineering, Inc., be engaged at a cost not to exceed $100,000 to develop the City's solid waste management plan. Funds to do this project were approved in the current Solid Waste Management budget. HDR last worked with the City in 1980 when it conducted a feasibility study with the City of Arlington and Tarrant County for a resource recovery project at the City. of Fort Worth's Southeast Land-fill. HDR has extensive experience in solid waste. management projects nationally and throughout Texas. In the metroplex, HDR has served as the prime contractor in the developme L§�Q waste management plans for the City of Denton, Collin County, and the No RECORD Texas Council of Governments. Because of this experience and their having developed and worked with much of the data used in the regional plan, the City would benefit by engaging HDR for the development of the local plan. Within the next two weeks, your approval will be requested to execute a contract with the consultant to begin this local solid waste management planning process.
