HomeMy WebLinkAboutIR 7876 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7876 &PfTRTERc,, E, A R To the Mayor and Members of the City Council November 11, 1994 'k-k UPDATE ON INTERLOCAL CONTRACT BETWEEN THE CITY OF FORT WORTH Subject: AND TARRANT COUNTY FOR RABIES CONTROL IN UNINCORPORATED AREAS BACKGROUND The Rabies Control Act of 1981, Texas Health and Safety Code Chapter 826, grants authority to counties and municipalities to administer a rabies control program and to enter Into contracts or agreements with public or private entities to carry out activities authorized by the Act. On March 11, 1993, M&C C-13735, City Council authorized the City Manager to accept and execute an Interiocal Agreement between the City of Fort Worth and Tarrant County for the purpose of rabies control in the unincorporated areas of Tarrant County. On November 8, 1994, the Commissioners Court authorized the County Judge to sign the contract. DESCRIPTION OF CONTRACT SERVICES The Commissioners Court had requested that the Fort Worth Animal Control Division submit a proposal to provide specific control services In the unincorporated areas of the County as a component of the County's rabies control effort. The City agreed to land Its Department of Health animal control employees and its animal control facilities, equipment and vehicles to the County for the purpose of performing tasks when assignment of those duties would not Interfere with the animal control services provided by City staff to City residents. Animal control services will be provided to residents In the unincorporated areas of Tarrant County between the hours of 8:00 a.m. and 5:00 p.m. only, Monday through Friday only,with no after hours work. Services to be provided are listed below. 1. Calls for Service Borrowed employees will screen and respond to the following incoming calls In the manner and to the extent that the County Health Officer deems appropriate, including but not limited to the Impoundment of stray animals, the euthanizing of sick or Injured animals, and the killing of animals which cannot be captured safely and which present an Immediate threat to the health or safety of humans or domestic animals: a. Reports of stray Injured animals. b. Reports of stray dogs that are threatening handicapped or elderly citizens. C. Reports by officials of public or private elementary and secondary schools of stray animals upon or near school property. 2. Screen incoming calls, take reports and Investigate such reports of bites or of animals which are suspected of being rabid. b. Place animals with the City for rabies quarantine or euthanize such animals for rabies testing, In accordance with the Rules and the Act. C. Process and ship other animal heads for rabies testing, in accordance with the Rules and the Act. d. Provide surveillance and trapping of suspected bite animals and of animals that are suspected of being rabid. 3. PRIMI In the manner and to the extent that the County Health Officer deems appropriate, borrowed employees will: a. Provide routine patrol of areas with a chronic problem of stray dogs. b. Patrol for stray animals In specific areas on a limited basis. 4. Educational Services In the manner and to the extent that the County Health Officer deems appropriate, borrowed employees will provide educational programs and speakers on the topic of rabies control and eradication. Tarrant County agrees to pay the City of Fort Worth for Its services In accordance with the fee schedule shown In Exhibit A. The County agrees to pay the City of Fort Worth a maximum of $10,000 on an annual basis. Fees for the services will be billed and collected by the Animal Control Division of the City of Fort Worth Public Health Department. We wanted to provide City Council with this report because so much time has passed since you approved this Interlocal agreement. The City signed this agreement on November 8, the same day the Commissioner's Court authorized It, and service began Immediately.
