With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order at 1:50 p.m. on Tuesday,
October 22, 2024, in the City Council Conference Room 2020 of the Fort Worth City
Hall, 200 Texas Street, Fort Worth, Texas.
Mayor Parker indicated the Update on Texas Christian University and their Economic
Impact on the Community would be moved up on the agenda.
4. Update on Texas Christian University and their Economic Impact on the
Community — William Johnson, Assistant City Manager and Merianne Roth,
Texas Christian University Vice Chancellor of Marketing and Communication
Presentation was made by William Johnson, Assistant City Manager, and Daniel Pullin,
President of Texas Christian University.

City Manager David Cooke called on:
Richard Zavala, Park and Recreation Department Director, recognized the Park and
Recreation Department's Accreditation through the National Recreation and Park
Association's Commission for Accreditation of Park and Recreation Agencies
(CAPRA).
Dana Burghdoff, Assistant City Manager, introduced Marilyn Marvin as the New
Property Management Director.
Carlo Capua, City Manager's Office, gave an update on the Annual United Way
Employee Campaign.

There were no questions regarding changes in membership on boards and commissions
for the October 29, 2024, City Council meeting.
3. Questions Regarding City Council M&C Log for October 29, 2024 Council
Meeting
Council Member Hill requested clarification on the dollar amount regarding two M&Cs
for the Animal Shelter. Valerie Washington, Assistant City Manager, indicated these items
were being pushed to a November meeting to get such clarification.
5. Update on Crime Lab — Neil Noakes, Police Chief
Presentation was made by Neil Noakes, Police Chief.
Mayor and Council Members requested additional information and data to be provided
during the November 5, 2024, City Council Work Session meeting.
6. City Council Requests for Future Agenda Items and/or Reports
Council Member Hill requested presentations on the following items: update on
homelessness and vagrancy on the streets, crime rate statistics district by district and
update on live release rates.
Council Member Crain requested reports on the following items: the cost of cleanup of
homeless camps; penalties we assess the owner for not cleaning up the property, right
sizing the Fire and EMS Department facilities; process to replace vehicles and supplies
and proliferation of student parties and portable toilets in TCU area with a review of TCU
overlay to provide higher levels of enforcement for Code.

Council Member Lauersdorf requested an update on City -owned facilities that can be
utilized as a safe place for homeless who live in their vehicles; what can we be doing
better to provide a space for them.
Council Member Williams requested a report on expanding our program to allow youth to
play golf and making it more accessible to them; the cost for youth to play golf; ensure
that every kid has access to play golf.
Council Member Beck requested reports on the following items: process of updating the
boarding home ordinance to include 1/2 mile radius distance requirements, distance check
process for congregate living facilities, and a presentation on crimes that
disproportionately affect women; the resources utilized towards those specific crimes
(personnel, victim services etc.); and the comparison to other crimes that we put
resources towards.
Council Member Nettles requested reports on the following items: the $370,000 that was
moved from the Southside Community Center and vendors for mobile food trucks not
having permits; what is the policy and action from Code to mitigate the issue.
Mayor Pro tem Bivens requested reports on the following items: update on copper thefts,
waivers for sidewalks for developers when we are trying to be a walkable community and
report on the Code Compliance cases/complaints received because the Code officer is
being proactive or reactive.
Council Member Blaylock requested a report on backlog on the 800+ traffic hazard
service requests; what is the severity of the situation and the path forward.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 3:30 p.m.
