A. Call to Order
After proper notice given pursuant to the Texas Open Meetings Act, with a quorum of the City
Council Members present, Mayor Parker called the Closed Executive Session Meeting to order at
12:05 p.m. on Tuesday, October 22, 2024, in the City Council Conference Room 2020 of the
Fort Worth City Hall to discuss matters pertaining to the following:
B. The City Council will conduct a closed meeting in order to discuss matters permitted by the
following sections of Chapter 551 of the Texas Government Code:
CITY ATTORNEY
1. Section 551.071, CONSULTATION WITH ATTORNEY
To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or
any matter in which the duty of the attorney to the City Council under the Texas Disciplinary
Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open
Meetings Act. [Tex. Govt Code §551.071]:
a. Legal issues concerning David Bakutis vs. Aaron Dean, et al., Civil Action No. 4:21-CV-
665-Y;

b. Legal issues concerning holding facility and jail services;

c. Legal issues concerning the Lavinia Masters Act;

1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY
Deliberate the purchase, sale, lease or value of real property where deliberation in an open
meeting would have a detrimental effect on the position of the City in negotiations with a third
party.

Deliberate the employment, evaluation, and duties of the City Manager as authorized by Section
551.074 of the Texas Government Code.

Deliberate the employment, evaluation, and duties of the City Secretary as authorized by Section
551.074 of the Texas Government Code.

C. The City Council may reconvene in open session in the City Council Conference Room and

The City Council reconvened at Executive Session at 3:41 p.m.
D. Adjourn
With no further business to be conducted, Mayor Parker adjourned the meeting at 5:45 p.m. on
Tuesday, October 22, 2024.
